- INTRODUCTION The Social Security Administration (SSA) is performing market research to determine the availability of contractors to provide all necessary personnel and services to perform Print Mail Operation activities. The Print Mail Operation, located at SSA Headquarters in Woodlawn, Maryland, is responsible for printing and inserting approximately 15 million Social Security Number (SSN) cards and 6 million public notices annually. The mission of the Print Mail Operation is to provide the public with SSN cards and public notices within the required timeframe specified by law. HOURS OF OPERATION The Contractor shall provide services to process SSN cards and notices five days per week, 8 hours per day, 40 hours per week, Monday through Friday between the hours of 6:00 AM and 2:30 PM. RISK DESIGNATIONS The risk designation for the contracting personnel performing print mail operations associated tasks is: ?Labor Category: All ?Risk Designation: 5C All contract personnel must receive a favorable suitability security clearance by SSA. PROJECT MANAGEMENT The Contractor?s designated Project Manager (PM), or alternate PM, shall be responsible for the day-to-day oversight of all contract activities and shall be located on-site at the PMF during working hours. GOVERNMENT PROVISIONS The Government will provide security, automated systems, and print mail operations and equipment training. This training will occur over a 60-day period. REQUIREMENTS The Contractor shall employ a sufficient number of qualified staff (supervisory and non-supervisory positions) to maintain the following day-to-day print mail operations tasks: ?Print and Insert SSN Cards to meet scheduling and accuracy objectives, using batch sequencing and online production runs already established by SSA. ?Print and Insert Public notices to meet scheduling and accuracy objectives, using batch sequencing and online production runs already established by SSA. ?Lift approximately 8 to 10, 50-pound boxes of forms daily and operate drivable machines to move carts up to 1300 pounds. ?Hand stuffing of approximately 40-100 envelopes per day. ?Interact with various software applications to download mail data for printing (training provided; fundamental computer skills required). ?Manage workload processing of approximately 40,000 mail pieces daily through a Kodak VL2000 printer via a Kodak CS 300 Printer Controller (training provided) and a MPS Card Inserter. ?Manage workload processing of approximately 15,000 mail pieces daily through Ricoh 4100 printers, LaserMax unwinders and rewinders, and Pitney Bowes Inserters. ?Manage workload processing of Sysout printloads daily through Ricoh 4100 printers, and LaserMax unwinders. ?Perform quality control of services and product outcomes according to an acceptable quality control plan. ?Load 30-40 mail trays, each containing approximately 800 stuffed envelopes, onto a Locked Mail Cart and move to the loading dock for presort vendor pickup. ?Create and submit quality control reports as well as daily, weekly, monthly, and yearly operations reports using SSA custom software programs and Microsoft? software. RFI RESPONSE INSTRUCTIONS Interested parties shall provide a Capabilities Statement and any information regarding the availability of their services on existing contract vehicles for which SSA may utilize. Such vehicles include General Services Administration (GSA), Solutions for Enterprise-Wide Procurement (SEWP) and agency Indefinite Delivery and Indefinite Quantity (IDIQ) contracts. Interested parties shall provide company profile, including the name of the business, complete contact information, business size and socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, HUBZone Small Business, 8(a) Small Business, etc. Interested parties should respond via FedConnect no later than 6/25/2015 at 12:00 p.m., Eastern Time. This Sources Sought Notice is to assist the SSA in identifying an appropriate acquisition strategy only. No solicitation package is available at this time. This is not a request for proposal or quote and the Government does not intend to pay for information received. SSA will not notify respondents of the results of the data received. SSA will not make an award based on responses received; however, SSA will use this information to determine procurement approach. SSA will not honor or acknowledge requests for copies of a solicitation.
