- Clauses 2 DOL Wage Determinations Clauses 1 Statement of Work USDA SOLICITATION S966-02108 Statement of Work Requirement National Centers for Animal Health (NCAH) 1920 Dayton Avenue, Ames, IA 50010 This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S966-02108 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 811219. To be considered a small business under this NAICS, offerors must not exceed the $20.5M size standard. Statement of Work Requirement for: • USDA Building 20 chloride Model MEPEM50D4X4 UPS material and labor for replacement of batteries. • USDA Building 153 Quantity of two (2) Toshiba Model UE3G2L036C61T UPS ‘s material and labor for replacement of batteries. Building 20 Requirement: The USDA Building 20 Combined Lab Facility located in Ames IA, at 1920 Dayton Avenue requires the replacement of all 120 (one hundred and twenty) batteries inside a Chloride 50KVA UPS in room 0103A. The batteries are presently 4 years 6 months old. The work must be completed by contractors with proof of UPS service and repair training for 5 years. The batteries provided must be compatible with the Chloride UPS and not affect the manufacturer's warranty on the UPS components. The contractor shall provide the following: • Proof of UPS service and repair training for 5 years. • 120 (one hundred twenty) batteries equal or approved equivalent to the Powersonic PS-121000 U 12 Volt 100 AH Battery, sealed lead acid rechargeable batteries with a top post through-bolt connections that have 5/16" diameter holes. Dimension - Length = 12" X Width = 6.60" X Height = 8.15" (Height with terminal post = 8.98"). Approximate weight is 68 pounds. • Equipment and Labor to unload and transport the 120 (one hundred twenty) new batteries from the loading dock of the attached Service Building 24 and down a freight elevator 3 stories to the basement level Electric Room with the UPS. • Labor, tools and equipment to remove the existing 120 (one hundred twenty) batteries and replace with the new batteries. • Labor and equipment to load and haul away the 120 (one hundred twenty) old batteries to recycle appropriately and provide a manifest/document with the weight of the batteries recycled. • Perform a load test with the existing building load and recertify the UPS function after the batteries are replaced. • Provide documentation for the USDA to support the completion of the work and manufacturers battery warranty. Building 153 Requirement: The USDA Building 153 Generator Building located in Ames IA, at 1920 Dayton Avenue requires the replacement of all 18 (thirty-six) batteries inside two Toshiba 3.5 Kva UPS's (total of 36 batteries). The batteries are presently 4 years 8 months old. The work must be completed by contractors with proof of UPS service and repair training for 5 years. The batteries provided have to be compatible with the Toshiba UPS and not affect the manufacturer's warranty on the UPS components. The contractor shall provide the following: • Proof of UPS service and repair training for 5 years. • 36 (thirty-six) batteries equal or approved equivalent to the Power Patrol SLA-1079 12 Volt 8 AH battery, sealed lead acid rechargeable batteries with F2 (1/4" faston spade connectors). Dimension - Length = 5.95" X Width = 2.56" X Height = 3.70". Approximate weight is 5.15 pounds. • Equipment and Labor to unload and transport the 36 (thirty-six) new batteries from ground level outside the building approximately 40 feet into Building 153 into the ground level Electric Room with the UPS's • Labor, tools and equipment to remove the existing 36 (thirty-six) batteries and replace with the new batteries. • Labor and equipment to load and haul away the 36 (thirty-six) old batteries to recycle appropriately and provide a manifest/document with the weight of the batteries recycled. • Perform a load test with the existing building load and recertify the UPS function after the batteries are replaced. • Provide documentation for the USDA to support the completion of the work and manufacturers battery warranty. The work shall be scheduled and completed during normal business hours excluding Government Holidays from 7am to 5:00 pm with the assistance of USDA site Staff for access and proper precautionary measures. USDA shall be notified at least three days in advance prior to commencing work. Award will be based on technical acceptability, evaluation of technical documentation provided and best value to government.
