- NOTE: This pre-solicitation notice (PSN) was issued on March 30, 2015 and again on June 5, 2015. Issues with the solicitation posting required removal of the solicitation which deleted the PSN previously posted. The original PSN is still in effect -- this PSN is only to allow re-posting of the solicitation. THOSE ENTITIES THAT PREVIOUSLY REGISTERED AT FBO.GOV FOR THIS SOLICITATION MAY NEED TO RE-REGISTER IN ORDER TO RECEIVE AMENDMENT NOTICES. The Bureau of Reclamation, Pacific Northwest Region, Snake River Area Office, has a requirement for Minidoka Complex and Palisades Powerplant Arc Flash Mitigation, Minidoka Project, and Palisades Project, Idaho. The Minidoka Complex is approximately 20 miles northeast of Burley (Minidoka County), Idaho, and Palisades Powerplant is approximately 54 miles southeast of Idaho Falls (Bonneville County), Idaho. The principal components of the work include: The Minidoka Complex requires replacement of low voltage circuit breakers and fuses and replaces medium voltage fused disconnect switches with medium voltage power circuit breakers. It includes installation of multifunction relays to provide differential and overcurrent protection to station service transformers and breaker failure protection to new power circuit breakers. The Palisades Powerplant requires replacement of low voltage circuit breakers, medium voltage switchgear with power circuit breakers, transformer overcurrent relays and associated current transformers. It includes installation of multifunction relays to provide differential protection to station service transformers and breaker failure protection to new power circuit breakers. This procurement is a small business set aside and will be a negotiated procurement. The technical factors will include, at minimum, past performance and price; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation package. The North American Industry Classification System (NAICS) code is 237130 and the size standard is $36.5 million in gross annual receipts averaged over the previous three 1-year accounting periods. The estimated price range of the work is between $1,000,000 and $5,000,000. An electronic copy of the solicitation will be available APPROXIMATELY April 23, 2015, at www.fedbizopps.gov.
