- This is a Request for Information (RFI) in accordance with the Federal Acquisition Regulation (FAR) 15.201(c) (7) for the purpose of developing an acquisition strategy and obtaining industry input relevant to a possible future solicitation for: • Non-developmental integrated cargo detection systems capable of identifying explosive and organic materials in large trucks, cars, and large containers in the Middle East; • Installation, and scheduled, as well as unscheduled, maintenance of such systems; • Training on the equipment; and • 84-month warranty on the installed systems. The proposed NAICS Code is 334517 - Irradiation Apparatus Manufacturing with a small business size standard of 500 employees. Your input is valuable in helping us develop requirements that ensures mission success, reduces our costs, and simplifies the contractor's ability to provide such systems along with parts, installation, training, warranty, and maintenance. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ). A RFP/RFQ is not being issued at this time. Any responses to this RFI will be treated as information only and shall not be used as a proposal. Government will not reimburse respondents for costs associated with providing information in accordance with this RFI. RESPONSES DUE Responses to this RFI are due no later than 2:00 p.m. Eastern Standard Time (EST) on June 29, 2015. All submissions shall be submitted as a PDF document via e-mail to: • Larry Pruitt, Jr. at PruittLA@state.gov; and • Reginald Smith at SmithRE@state.gov. RESPONSE SUBMISSION INFORMATION All potential sources with the capability to provide the requirements referenced in this RFI are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements as indicated below. No pricing should be included in your response. Responses to this RFI shall include the following: 1. A cover sheet which includes (one (1) page limit): a. Company Name b. Address c. Point of Contact d. E-mail Address e. Phone Number f. Fax Number g. CAGE Code and DUNS Number h. Primary Business and Market Areas i. Business Size and Socioeconomic Status (if applicable) j. An indication of whether the company currently holds a facility clearance at the secret level or higher 2. Capabilities and specialized experience in manufacturing, transporting, and installing non-developmental integrated cargo detection systems capable of identifying explosive and organic materials in large trucks, cars, and large containers (five (5) pages limit). Include the following information: a. Country of Origin for the parts used in manufacturing such systems, b. Type of technology(ies) utilized (i.e., backscatter, dual energy), c. Capabilities to detect explosive and organic materials, d. Penetration depth for each material type (i.e., steel), e. Capability to provide at least three images of large trucks, cars, and large containers, f. Scanning speed (i.e., number of scans per hour), g. Average downtime, and h. Average manufacturing lead time required. 3. New development(s) in non-developmental integrated cargo detection systems already available or will be available within the next six (6) months the Government should consider including in the scope (three (3) pages limit). 4. Capabilities and experience in maintaining such systems abroad in the Middle East (two (2) pages limit). Include the following information: a. Capabilities and experience in providing and maintaining forward stocked repair parts in the Middle East, b. Capabilities and experience with providing an initial response within 24 hours and an onsite assessment within 72 hours of notification, c. Capabilities and experience in performing regularly scheduled maintenance. 5. Capabilities and experience in providing training to end users on the detection systems (two (2) page limit). 6. Standard warranty terms and conditions including the capability to provide warranty coverage for a total of 84 months (no page limit). All experience described shall not be more than five (5) years old. Companies are required to provide information on at least three (3) similar projects. In providing information regarding similar projects, the following information at a minimum shall be provided: • Contract number • Project location • Description of the work requirements • Contact name • Contact phone number
