SOLICITATION NO: F15PS00504 PROJECT TITLE: Construct a 57 ¿ Great Lakes Fisheries Research and Assessment Vessel for the U.S. Fish and Wildlife Service R3, Green Bay Fish Research Office, New Franken, WI. PROJECT DESCRIPTION: This work consists of, but is not limited to, furnishing all labor, materials, fittings, equipment, tools, power, heat, water, supervision, and other items and services necessary to construct a 57 ¿ Great Lakes Fishery Research and Assessment vessel. The Vessel is intended to operate in the Great Lakes of the United States and Canada, but is not designed for operation in ice. The Vessel will be equipped with fishing gear for sampling fish stocks, capable of setting gill nets over the stern, retrieving gill nets over the side, bottom and mid-water trawling, and operating hydroacoustic sampling gear. Vessel construction shall be of welded aluminum alloy. The hull is of the planning type, having a deadrise bottom with chines, transom stern, and is subdivided by transverse watertight bulkheads. The Vessel shall be propelled by two diesel engines driving fixed-pitch propellers through hydraulic reverse/reduction gears. Hydraulic power for fishing gear is provided by pumps mounted to clutched power takeoffs on each main engine gearbox. The Vessel will have the following particulars: Length overall, molded 56'- 9" Beam, molded 16'- 0" Depth amidships, molded 6'- 2" Displacement, light ship Approx. 48,000 pounds Displacement, fully loaded Approx. 60,000 pounds Draft, maximum 4'-6" Covered working deck area (approximate) 195 sq. ft Uncovered working deck area (approximate) 255 sq. ft Fuel Oil capacity 1,160 gallons Potable water capacity 75 gallons Holding tank capacity 75 gallons Propulsion Two diesel engines, ea. 500 BHP @ 1,900 RPM Reverse/ reduction gearboxes, 2.04:1 ratio 34" diameter 5-blade propellers Speed at full load (approximate) 20.0 knots Certification Uninspected Public Vessel Route Exposed waters of the Great Lakes Classification none ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000.and $5,000,000. A firm fixed price contract is anticipated. To be eligible for award current registration is required in the System for Award Management (SAM). For information purposes, the North American Industry Classification Code (NAICS) is 336611, Ship Building and Repairing, with a size standard in number of employees of 1,000. The solicitation package, and Request for Proposal Package (RFP), will be available at no cost via electronic commerce at https://www.fbo.gov/ and https://fedconnect.net on or about July 1, 2015 with proposals due on or about July 31, 2015. No telephone requests for the solicitation will be accepted. This solicitation will NOT be available in hard copy. The electronic solicitation package will consist of the following: separate files including the standard form used for the submission of a proposal, a bid schedule, specifications and drawings, the prevailing wage determination, past performance information requirements, representations and instructions, and evaluation criteria.
