- The Bureau of Indian Affairs intends to award a sole source contract to the Council of Chief State School Officers (CCSSO) in accordance with the authority of 41 United States Code (U.S.C.) 253(c) (1) as set forth in FAR 6.302-1(a)(1)(2)" Only one responsible source and no other supplies or services will satisfy agency requirements". The membership of the Council of Chief State School Officers (CCSSO) provides unique state perspectives on education matters, which is essential for performing the Bureau of Indian Education (BIEs) work. CCSSO membership includes Chief State School Officers and state education policymakers who have the knowledge and ability to provide state perspectives and outreach services representing all 50 states. This coordination among all 50 states and the federal government is essential for making informed policy decisions related to The Nation's Report Card and for carrying out BIEs responsibilities to schools across twenty-three states. The sole source determination is based upon CCSSO being the only source able to complete to provide membership within their organization This notice is being provided under the requirements of FAR Subpart 6.3 - Other than Full and Open Competition. This notice is not a request for competitive proposals. A formal solicitation will not be issued. The procurement will be awarded as a simplified acquisitions purchase order on or about June 13, 2015. The contract period of performance will be 12 months.
