- Pre-Solicitation Notice - Request for Information, Logistics Information and Operation Network System (LIONS), SMC/SY Space and Missile Systems Center, Space Superiority Directorate (SMC/SY) intends to contract for the maintenance, sustainment, and upgrade services for the Logistics Information and Operation Network System (LIONS) tool. This is a follow-on contract for the current sustainment services effort. This contract is expected to be a one-year base contract with up to four one-year options. The contract is expected to begin in January 2016. SMC/SY desires to contract for maintenance, sustainment, and upgrade of the LIONS tool, which is a web-based Maintenance Data Collection (MDC) system. It is TO 00-20-2 Maintenance Data Documentation, compliant, has multi-level security from Secret/Collateral up to and including Top Secret (TS)/Special Compartmented Information (SCI) Special Access Program/Special Access Required (SAP/SAR). It is fully accredited to run over the Secure Global Network (SGN) and Secure Internet Protocol Router Network (SIPRNET) platforms. This capability must continue to be accessible at multiple geographically separated sites to provide the aforementioned functionality to support operational systems within the SMC/SY portfolio. The LIONS web-based tool includes, but is not limited to, the following: data/reports; populating forms regarding equipment management and tracking; equipment status reporting; configuration management; change requests; stock control reporting; preventative maintenance inspection (PMI) tracking; unique identifier (UID) tracking; user access administration and help desk support. The current contract is for approximately 4.5 years of performance and is valued at approximately $6M. Contractors interested in bidding for this effort should provide a Statement of Capability (SOC) that demonstrates that they have the facilities, clearances and expertise to perform the work described within this announcement. Please ensure that you address all of the following if you provide a SOC: Contractors must provide their own SCI accredited facility to perform the sustainment workload which consists of hardware and software maintenance. The Contractor must provide a SGN/SIPRNET Node within their work space. The Government will not fund the construction of any new or modifications to existing facilities to support this contract. Additionally, the Government will not fund the purchase or accreditation of a new SGN/SIPRNET node. The contractor must be able to clearly articulate their capability and experience with classified web-based MDC tools, and supply the requisite programmatic personnel, resources and associated infrastructure. Personnel assigned to work on the contract must hold a TS/SSBI, with a current background investigation, with DCID 6/4 eligibility and briefed SCI. If working other contracts within the facility, a CONOPS must be provided to the SY/SYS security office for approval identifying how they will process/store and segregate the LIONS data, hardware and personnel from other contract work in the facility. This CONOPS information is not required in the provided SOC, but will be required if a bid is eventually submitted. The contractor must indicate prior experience serving in a prime contractor role in which they were responsible for sustaining engineering, hardware and software maintenance, system integration and test, risk management framework (RMF) accreditation, etc. on MDC tools/systems of similar scope and size. Include experience in upgrading the aforementioned tools/system to include a brief description of the upgrade and the associated technical challenges. Discuss your experience in attaining and maintaining security accreditation for your tools/system at any/all security classification levels. Include corporate best practices and lessons learned that were derived from your experience in managing and executing your MDC program. Provide a brief description of the program to include program names, contract values ($M), and period(s) of performance. The contractor must demonstrate an understanding of, and provide a technical description for their experience and knowledge in the arena of MDC for space control related mission systems, at the top secret, secret and unclassified level. Provide a description of the facilities and equipment intended for use in support of this effort; proof of security clearances for both personnel and facilities for government evaluation; and an Organizational Conflict of Interest (OCI) strategy to maintain an OCI-free environment. Responses from qualified small and small disadvantaged businesses are highly encouraged for either prime or subcontract interests. Under a small business set-aside scenario, a small business prime will have to perform at least 50% of the work. The applicable size standard for the Custom Computer Programming Services exception of NAICS Code 541511 is $27.5M. The applicable classification code is R. The Government is considering several different alternatives for acquiring this capability - source selection pursuant to FAR 15; delivery order on an existing IDIQ (ex. Encore II) or sole source to the incumbent. If you submit a SOC, please describe any existing IDIQ or GSA schedules you have a contract on, the name of the contract, contract number, the period of performance and any other parameters that you think might be relevant if the contract vehicle would be used to compete the above described capability. The SOC should not exceed 10 pages in length, single spaced, use 12 point Times New Roman font, 8.5 by 11.0 inch pages, with 1-inch margins, and should be submitted no later than 30 Jun 2015. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
