Required Vendor Forms W-9 Required for consideration Scope of Work for TEAP Specialist THIS IS A PROCUREMENT OPPORTUNITY WITH ADAMS AND ASSOCIATES AND THE GADSDEN JOB CORPS CENTER AND NOT WITH THE U. S. FEDERAL GOVERNMENT. TRAINEE EMPLOYEE ASSISTANCE PROGRAM (TEAP) SPECIALIST Adams and Associates, Inc., contracting for the U.S. Department of Labor, for the operation of the Gadsden Job Corps Center, a 260 student residential training facility located at 600 Valley Street, Gadsden, Alabama 35901. We are currently soliciting written bids for an on-site TEAP Specialist. Hourly rate is limited to a maximum of 15.75 hours per week for 48 weeks. Holidays, Student Travel Days, Etc., services are not required. Hours for subcontractor to be decided upon contract award. The period of performance for this subcontract is through July 31, 2015 with additional options of four months and six months. Written quotes should include cost price per hour for the time period including all option months. State of Alabama Certification in Substance Abuse Counseling and Prevention is required for this position. All written bids should be submitted in writing to Cindy Long, Purchasing Agent. Bids may be faxed to (256) 439-2980 or sent via e-mail to Long.cindy @jobcorps.org. Please provide a copy of state licenses, professional degrees, certificate of insurance and or certifications as well as a resume. TRAINEE EMPLOYEE ASSISTANCE PROGRAM (TEAP) SPECIALIST SCOPE OF WORK: The TEAP Specialist will provide students of the Gadsden Job Corps Center with the services stated below. Such services will be provided as authorized by the Center Director or his/her representative. Services to be provided will include, but will not be limited to those TEAP services specified in the Job Corps Policy and Requirements Handbook, Chapter 6, Section 6.11, R1; and applicable Technical Assistance Guides). These services include but are not limited to: •A. Substance use prevention and education, to include: •· Minimum of a 1-hour interactive presentation on substance use prevention for all new students during the Career Preparation Period. •· Presentation (s) on managing substance misuse, abuse and dependency conditions in the workplace to students during the Career Development and Transition Periods. •· At least three annual center-wide substance use prevention and education activities. •· Clinical consultation with the Center Director, management staff, center mental health consultant, and health and wellness manager regarding substance use related prevention and education efforts for students and staff. •· Coordination with other departments/programs on center to develop integrated prevention and education services. •B. Assessment for identification of students at risk for substance use problems to include: •· Review of Social Intake Form (SIF) or intake assessment of all students performed by counseling staff within 1 week of arrival. •· Formalized assessment measures (e.g., SASSI3 or SASSIA2) and clinical judgment to determine students' level of risk for substance use. •· Collaboration with the center mental health consultant to determine when a MSWR or medical separation is appropriate and should be recommended for a student with substance use conditions. •C. Intervention services for students identified at an elevated risk for substance use, to include: •· Individual and group intervention services with a focus on behaviors that represent employability barriers. •· Collaboration with the center mental health consultant for students with co-occurring conditions of mental health and substance use. •· Referral to off-center substance abuse professionals or agencies for ongoing treatment and/or specialized services. •D. Drug and alcohol testing, to include: •· Drug and alcohol testing procedures •· Policies related to positive drug or alcohol tests •· Notification of drug or alcohol test results •E. Maintaining the accuracy and confidentiality of all TEAP documentation in the student health record. •F. Enforcing appropriate student workplace behavior at all times while on center. •G. Collecting data and preparing reports as required by the Center Director and/or the Department of Labor. Cooperating with corporate and Regional Office Center assessments. The TEAP specialist agrees to adhere to the policies, procedures, and guidelines established by Job Corps. It is understood and agreed that the services provided by the TEAP specialist are subject to monitoring and review by the Department of Labor.
