- Attachment 2 - Solicitation Clauses Attachment 1 - Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In an effort to foster more effective and efficient contracting vehicles to accommodate ongoing requests, the Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract which will result in firm fixed price task orders for short term and long term lodging for Foreign Service Officers (FSOs) and their families while on authorized travel to Washington, DC area for training and occasional need for meeting rooms. The Department of Commerce (DOC) anticipates the need for a maximum of 19,500 nights over a period of three (3) years for lodging. The award will be for the period starting approximately July 1, 2015 through August 31, 2018. This solicitation is issued restricted to the Small Business size standard. The procurement will be set-aside for service disabled veteran owned small business. The North American Industry Classification System (NAICS) code is 531110; small business size standard is $27.5. Solicitation number SB1350-15-Q-02006 is issued as a request for quotation (RFQ). Provisions and clauses contained in this solicitation are those in effect through Federal Acquisition Circular 2005-80. The Government intends to issue a single award IDIQ. The basis for award will be best value. Quotes are due no later than July 9, 2015 at 12:00 p.m. Eastern Standard Time. All prospective vendors interested in submitting a quote must be registered with the System for Award Management (SAM) @ https://www.sam.gov/portal/public/SAM/ prior to contract award.
