Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Logistic Service Center intends to award a purchase to Sora Power, Inc. for the purpose to obtain a build to print or specification basis Pulse Forming Network (R400-3A12A6) for the NEXRAD and replenish the logistics supply stock: PN: 1D20989H01, NSN: 5915-01-360-9876, ASN: R400-3A12A6. This acquisition is proposed to be sole sourced to Sora Power, Inc., as the only known qualified source of this part due to the proprietary nature of the design. The purpose of this acquisition is to obtain spare assemblies for the Pulse Forming Network. All spares for this system are required to be identical to the item which was provided with the original equipment. It is not possible to substitute for this item; any logistical spares must be form, fit, and function identical to the original equipment item. Sora Power, Inc. considers this item as proprietary and so is the only known source of supply. The original equipment was subjected to a stringent qualification test regime which included operational testing, field testing, and environmental qualification testing. Acceptance of any item other than the original equipment would require that testing be completely re-accomplished. This is not acceptable, as it would require significant funding and time to accomplish and would result in fielded NEXRAD systems being unavailable during the period. For this reason, only R400-3A12A6 by SORA Power, INC. is deemed acceptable at this time. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures Part 12 Commercial Items. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). The unique characteristics and physical form of these items make them the only acceptable parts. Because the design is the intellectual property of SORA the Government does not have access to the specific design features. The Government has no design rights to the items and does not possess the drawings that specify the parts. The NAICS code for this requirement is 334513. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and to provide the supplies. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Interested persons should identify their interest and capabilities to respond to the requirement or submit proposals. Information must can be emailed to Sharon.walker@noaa.gov or sent via fax at 757-664-3845. Vendor must provide a DUNS number (http://www.dnb.com/us/) and register with the Systems for Award Management website (http://www.sam.gov/) to further qualify for this contract. Include DUNS number on written quote. RESONSES ARE DUE BY JUNE 18, 2015, 5:00 CST
