NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT-- THIS IS NOT A REQUEST FOR QUOTE Project Title: Iraq Air Force F-16 Engine Maintenance Training The Air Force Installation Contracting Agency (AFICA) - 338 Specialized Contracting Squadron (SCONS), JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to United Technologies Corporation (Doing Business As: Pratt & Whitney (P&W)). under the authority of the Test Program for Commercial Items at 41 U.S.C. 1901, Simplified Acquisition Procedures, as implemented by FAR Part 13.501(a). North American Industry Classification System Code (NAICS) 611512 (Flight Training) with a size standard of $27.5M is determined to be the most appropriate for this acquisition. The anticipated period of performance will be a 12-month base period with one (1), 12-month option period. This notice hereby constitutes a synopsis of the options included in this requirement. The anticipated award to United Technologies Corp. (Cage Code 52661) is to obtain intermediate maintenance level training for Iraqi Air Force personnel to provide students with the knowledge and ability to maintain the PW-F100-220 engine in accordance with original equipment manufacturer (OEM) technical data and minimal supervision at the end of training. Under the contemplated contract and in the course of training, the contractor will utilize aircraft unique training tools such as the PW-F100-220 engine, parts, diagnostic /testing tools, and software necessary to train students in accordance with the Performance Work Statement (PWS). Specialized training requirements include (a) development and presentation of training based on data available under the Foreign Military Sales (FMS) program and in accordance with the country configured P&W aircraft and equipment, (b) technological data transfers in accordance with applicable International Traffic in Arms Regulations (ITAR) and existing security assistance agreements, (c) appropriately scoped program at the intermediate-level with the ability to create and offer options and/or alternatives which assist Iraq in achieving their training requirements,(d) transition type training into a skill similar to the skill currently possessed by the international military student, and, (e) utilization of the Pratt & Whitney facility in East Hartford, Connecticut as the training location. This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide the intermediate maintenance level training in accordance with the specialized training requirements identified above. b. Description of what services the interested party would perform and what services would need to be subcontracted. c. Business size of interested party. NOTICE: Respondents are advised that data submitted to the government in response to this notice may be released to non-government advisors for review and analysis. These advisors may be required to provide advice within their area of expertise. All representatives have signed nondisclosure forms. Non-government advisors will be subject to civil and criminal penalties associated with any release of information pursuant to FAR Part 3.104 procurement integrity violations. If respondent has any objection to non-government advisor access to their response, the respondent shall provide grounds and justification for their objections.
