- Sources Sought Synopsis for Front Range Paving FRONT RANGE PAVING Sources Sought Synopsis 1. This announcement serves as a Sources Sought Synopsis (SSS) issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought Synopsis is issued solely for information and planning purposes. This announcement is neither a solicitation nor a request for quotation/ proposal and does not obligate the Government to any contract award. DO NOT submit a quote or proposal in response to this synopsis. A SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE NOT AVAILABLE AT THIS TIME. 2. The Government anticipates the contract type to be a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) type contract award. The proposed contract is anticipated to have a base period from 1 June 16 through 31 May 17 plus four (4) one-year option periods, for a total of five years. 3. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 237310 - Highway, Street, and Bridge Construction. The applicable small business size standard is $36.5M. The major functions covered under this acquisition include paving trails, paving parking lots, constructing roads, pouring concrete, striping, road resurfacing, minor landscaping, minor electrical and "rotomilling." 4. The effort is classified as construction work and subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act requirements. Wage Rate Requirements wage determinations for these areas shall be assigned at the issuance of each specific task order. The successful contractor shall provide 100% performance and payment bonds at the task order level in accordance with Federal Acquisition Regulation Part 28. 5. It is this agency's intention to do an unrestricted acquisition unless enough qualified small businesses (SBs) are located possessing the intention and capabilities to propose on this requirement allowing for a set-aside. The 50th Contracting Squadron (50 CONS) reserves the right to determine if a SB set-aside is appropriate. Additionally, the Government reserves the right to determine if one of the targeted socio-economic programs is appropriate for a set-aside based on the responses to this notice and other pertinent information gathered by the source selection team. The following could be considered set-asides: a. HUBZone small business b. Small Business Administration (SBA) subcontractors referred to as "8(a)" contractors eligible under Section 8(a) of the Small Business Act (15 USC 637(a)) c. Service Disabled Veteran-Owned (SDVO) small business) In order for 50 CONS to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the required services. 6. The purpose of this notice is to identify companies that are capable and qualified to provide the required services. 7. As described in specific task orders issued under the proposed contract, the Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for maintaining existing paved structures, constructing new paved and unpaved structures including but not limited to roadways, bridges, sidewalks, parking areas, airfields, paint trails, ditches, curbs, and gutters. Projects may include landscaping, electrical, and drainage work. 8. This contract will support several installations in the Colorado Front Range area to include Schriever Air Force Base (SAFB), Fort Carson Army Post (FCAP), Cheyenne Mountain Air Force Station (CMAFS), Peterson AFB (PAFB), the United States Air Force Academy (USAFA), Buckley AFB (BAFB), Piñon Canyon Maneuver Site (PCMS), and the Pueblo Chemical Depot (PCD). 9. Interested parties should register for the Interested Vendors List at https://www.fbo.gov/ to receive updates to this announcement. 10. Interested parties should also be registered at https://www.sam.gov/portal/SAM/#1. Any future awardees will need to be registered on this website to be eligible for any future Government contract award. 11. Responses to the SSS may include additional feedback that the respondent feels is critical to this procurement. The Government requests a soft copy of the firm's capability statement, limited to eight (8) total single-sided pages, single-spaced with twelve-pitch font size. Any information provided by the firm to the Government as a result of this SSS is voluntary and the Government will not reimburse for any expenses incurred to pay for any information provided under this synopsis. Written responses will not be returned. If you are not interested in supplying this service, no response is necessary. 12. Responses are due by 4:00 PM Mountain Daylight Time (MDT), on Friday, 25 June 2015. Please submit your responses electronically to the following POCs: a. Interested parties are responsible for monitoring the FedBizOpps (FBO) website for the release of the solicitation and any other pertinent information. Once the actual solicitation is posted, all responsible, capable and interested business concerns that are serious about potentially submitting a proposal to provide these services are invited to respond. DISCLAIMER: This is NOT a solicitation announcement. This is a sources sought announcement only. Responses to this announcement shall not constitute responses to a solicitation. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. This announcement does not guarantee a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any Government assessments. The information received will be utilized to assist in formulating a strategy for competitive procurements. Electing not to submit a capability statement does not preclude a company from submitting an offer under any resulting solicitation if a solicitation is issued, nor will it impact the evaluation of an offeror that did not submit a capability statement under this action. Any subsequent solicitation, if issued, will be subject to the availability of funds. All parties are advised this project may be revised or cancelled at any time during the solicitation, selection, evaluation, negotiation, and final award phases.
