Description
Statement of Work (SOW) Past Performance Questionnare Instructions to Offerors Department of Education Terms and Conditions 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ). This notice and the incorporated provision and clauses are those in effect through the Federal Acquisition Regulation (FAR). The assigned solicitation number is ED-FSA-15-R-0020. 2. This requirement is solicited as full and open and the associated North American Industry Classification System (NAICS) code is 611420, Computer Training. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov, in order to be considered for award. The Government anticipates awarding a firm fixed price purchase order resulting from this RFQ. 3. Description of Services- This requirement is for a contractor to tailor the existing R12.2 Oracle Financial Applications Overview course in accordance with the attached Statement of Work and provide training on the modified course. 4. Place and Period of Performance: The training will be conducted at the Lyndon Baines Johnson (LBJ) Department of Education building located in downtown Washington, D.C. The Government will provide the computer terminals and internet connectivity required for the class. The training shall occur on three separate occasions, the first on July 8-10, 2015, the second on August 17-21, 2015 and the last training session will be November 16-20, 2015.Training shall last no longer than three 7-hour days starting at 8:00AM and ending at 4:00PM with 1-hour reserved for lunch. 5. FAR provision 52.212-1 Instructions to Offerors-Commercial Items, applies to this acquisition. Please see the attached addendum to this provision for proposal submittal. 6. FAR provision 52.212-2, Evaluation-Commercial Item- does not apply to this procurement as offerors will be evaluated on a best value basis. The following evaluation factors shall be used to evaluate offers: technical capability, past performance and price. The Lowest Price Technically Acceptable (LPTA) evaluation method will be used to evaluate the RFQs. 7. Offerors shall include a completed copy of provision at 52.212-3, Offeror Representation and Certification- Commercial Items with their proposal or be currently registered at the ORCA online representation and certification website: https//orca.bpn.gov. 8. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. 9. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, also applies to this acquisition. The attached Additional Terms and Conditions include the Department of Education terms and conditions. 11. Request for Quotes (RFQ) will only be accepted electronically and are to be submitted to Joyce.Bettis@ed.gov with a copy to Linwood.Cherry@ed.gov. No other method of the RFQ submission will be accepted. The subject line of the email shall be Oracle Training Quote Submission. The RFQ deadline is Wednesday June 17, 2015 11:00am (Eastern Standard Time). 12. All questions in regards to this solicitation shall be submitted via electronic mail to Joyce Bettis, Contracting Officer at Joyce.Bettis@ed.gov with a copy to Linwood Cherry at Linwood.Cherry@ed.gov by 11:00 am (Eastern Standard Time) on Monday, June 15, 2015. The response to questions will be answered with an amendment to this synopsis/solicitation no later than June 16, 2015. 13.
