Description
On behalf of the USMC MCNOSC, GSA FEDSIM is seeking to award an interim, sole source task order for continued support of the Cyber Defense program to Northrop Grumman under the GSA IT Schedule 70 vehicle, contract number GS-35F-4506G. The predecessor task order expires on July 12th 2015. The interim task order award will prevent a gap in support for critical MCNOSC cyber defense functions. Specifically, Northrop Grumman will support a broad range of technical, engineering, operational, maintenance and management functions for the Marine Corps’ computer network defense service provider (CNDSP) program. The interim task order will also provide GSA FEDSIM with time necessary to award a competitive task order for long-term support of the critical MCNOSC services. Specifically, Northrop Grumman will support a broad range of technical, engineering, operational, maintenance and management functions for the Marine Corps' computer network defense service provider (CNDSP) program. The interim task order will also provide GSA FEDSIM with time necessary to award a competitive task order for long-term support of the critical MCNOSC services. The period of performance will consist of a base period of 7 months (Firm Fixed Price) and 2 one-month option periods (Labor Hour CLINS), to be exercised if necessary in support of transition. The total value of the order is $11,938,214.40. Base Period: 13 July 2015 through 12 February 2016 Option Period 1: 13 February 2016 through 12 March 2016 Option Period 2: 13 March 2016 through 12 April 2016 iii.)A Complete Description of Supplies/Services Required to Meet Agency's Need: The MCNOSC Cyber Defense program executes defensive cyber operations on the global Marine Corp Enterprise Network (MCEN) to include protection, detection, response and sustainment functions in alignment with the CNDSP. The contractor services required to meet these functions include: •Program/Project Management Support: Provide management and oversight of all activities performed by contractor personnel, including subcontractors. •Incident Handling: Provide detection, incident response analysis, resolution, documentation, and training. •DCOS Infrastructure Support: Host detection, host assessments and documentation, systems administration, configuration of Hardware / Software (HW/SW), and training. •Vulnerability Management: Operate Information Assurance Vulnerability Management (IAVM) program, exploitation analysis, documentation, and training. •DCOS Mitigation Action Team: Knowledge management, portal administration, mitigation action analysis, documentation, and training. •Training: Develop and implement training management plan.
