Description
1. This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This Request for Proposal (RFP) will also use the procedures under FAR Part 13.5 - Test Program for Commercial Items. In accordance with 13.106-2, the contracting officer may take into consideration information such as the contracting officer's knowledge of and previous experience with the services being acquired or other reasonable basis. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The reference/solicitation number is VA268-15-Q-0041 and the solicitation is issued as a Request for Quotes (RFQ). The combined synopsis/solicitation will result in a contract to the successful offeror. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations (VAAR) Supplement can be accessed on the Internet at http://www.arnet.gov/far (FAR) and the (VAAR) (Federal Acquisition Circular) 4. This requirement is to establish a Requirements Contract for providing Animal Housing Watering equipment for Department of Veterans Affairs, Oklahoma City, OK Research Department. 5. This requirement is a Total Small Business Set-Aside. Applicable NAICS Code is 333999 Size Standard is 500 employees. 6. Period of Performance: This requirement shall be for an anticipated period of performance from date of award through 90 days After Receipt of Order (ARO). It is anticipated that delivery of products will occur within 90 days ARO.. 7. Place of Performance: Department of Veterans Affairs VA Medical Center - Oklahoma Research Department 921 NE 13th Street Oklahoma City, OK 73104 8. The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items, applies to this solicitation All questions and inquiries about this solicitation must be submitted in writing via email to elaine.dibucci@va.gov on or before June23, 2015 by 4:00 PM. All responses to questions, which may affect offers, will be incorporated into a written amendment to the solicitation. A site visit will be conducted on June 17, 2015 at 10:00 AM at the facility. For information regarding the site visit, please contact Debbie Simmons at Debbie.Simmons2@va.gov or at 405-456-3105. Offerors must submit all proposals electronically by email to elaine.dibucci@va.gov referencing solicitation # VA268-15-Q-0041 in the subject line, on or before the proposal due date of June 29, 2015 at 4:00 PM. No hardcopy proposals will be accepted, and late offers will not be accepted. Offeror must submit a cost proposal as a separate document. This procurement is for brand name or equal products. Offeror shall provide a narrative to address each item and its brand name or equal compliance. Offerors must present clear evidence of ability to meet or exceed all requirements of this acquisition. Offeror must submit: 1. A completed cost sheet, located on Page 7. 2. A narrative addressing each item included in the system, presenting clear evidence of ability of vendor's product to meet the salient brand name or equal characteristics contained in this solicitation. 3. Past Performance Information: Proposal must list up to three contracts for products of a similar type, scope, size and complexity that are ongoing, or have been completed within the past five years. The following information shall be provided for each contract. oName and address of the contracting activity oName and telephone number of contact person oDates of contract performance (beginning and ending) oTotal dollar value of contract oBrief description of the project, scope and services offered Note: Please advise your references that they may be contacted from VA personnel regarding customer satisfaction with your products and services and your compliance with and fulfillment of the requirements of previous contracts. Information utilized in past performance evaluation will be obtained from the references provided by the Offeror, and may also be obtained from other sources such as customers known to the Government, others who may have useful and relevant information, and Government databases. 4. Socio-Economic Status - The Offeror shall provide the Socio-economic status of prime contractor 5. Offeror must clearly identify their DUNS# on their proposal. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. Evaluation will be based on Technical, Past Performance and Cost Factors. A decision on the technical acceptability of each Offeror's quotations will be made. For those Offerors which are determined to be technically acceptable, award will be made to that vendor with the lowest overall price. While the Government will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the Offeror or Offerors. Award may be made without discussion. Award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation 10. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 11. The provision at 52.212-3, Offeror Representations and Certification, Commercial Items, applies to this solicitation. The contractor shall either: (1) return a completed copy of this provision with its proposal (a copy of the provision may be attained from http://www.arnet.gov/far); or (2) complete the Online Reps and Certs. Application at http://www.sam.gov and reference it in your proposal. 12. Statement of Need/Work Background: The automatic watering system will be used in conjunction with a mouse environmental housing, which was recently awarded (VA268-15-F-0066, detailed on page 5). The Watering System includes the following specifications: Automated watering system is individually engineered to deliver consistent, high quality, variable-fee drinking water. Water is treated and transported through stainless steel piping to animal rooms. The water will flow into cage rack manifold piping and can be easily accessed by animal through a drinking valve. To get a drink, the animals simply need bite, lick, or nose the stem of the valve and water flows out at a controlled rate appropriate for the species. Once the animal releases the stem, water flow immediately stops. Included is the following: "Pressure reducing stations 8550-595 equipped with auto flush and monitoring features, a shutoff valve and an injection port for system sanitization. "On-line rack flush interconnect stations each equipped with a detachable recoil supply hose with stainless steel quick disconnect couplings and a fixed recoil drain hose with stainless steel quick disconnect coupling. "Central Proportioner for chlorination "Stainless steel piping at pressure reducing stations. "Pulse central controller panel with internal power supply, modem, I/O block and Ethernet Switch. "Pulse power supply unit for LON devices. "Combination manifold/recoil hose flush station.
