Description
Government of the Islamic Republic of Afghanistan (GIRoA) Furniture and Building Incidentals Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and informational purposes only. The CENTCOM Joint Theater Support Contracting Command (C?JTSCC) Regional Contracting Center - Qatar (RCC-Q) anticipates a establishing an indefinite delivery, indefinite quantity (IDIQ) contract vehicle for office and living quarters furniture to include kitchen and dining room furnishings. The place of delivery and installation is Kabul, Afghanistan. This notice is issued to determine the availability of qualified companies technically capable of meeting the Government requirement. In future solicitations, a preference will be given to actual furniture, furnishings, and equipment (FFE) manufacturers within 100 kilometers of Kabul, Afghanistan. The U.S. Government's intent is to identify USA, European or Middle East FFE manufacturing industrial base, determine availability of required items (see Attachment 1 (Afghan Furniture Menu Draft (V1)) manufactured within the borders of Afghanistan and other TAA compliant countries. This market survey is also being used to determine the manufacturing capacity of the identified FFE vendors. The project lead must be able to understand and speak English. For posting purposes only, the relative North American Industry Classification (NAICS) codes are 337211 Wood Office Furniture Manufacturing 337214 Office Furniture (except Wood) Manufacturing 337122 Non-upholstered Wood Household Furniture Manufacturing The above NAICS codes include businesses primarily engaged in manufacturing household and office FFE. Examples of products made by these businesses include but are not limited to: bookcases, cabinets, chairs, desks, tables, bedframes, credenzas, kitchen items, shelves, and work spaces, etc. Requirement Description: A full list of requirements has not been finalized, but Attachment 1 (Afghan Furniture Menu Draft (V1) is provided to give vendors an idea of the type of items that will be part of future solicitations. Many of the items in the past were custom made locally due to not being available in the size and constructed of specific materials such as solid wood & veneer plywood. The Afghan and U.S. Governments plan to purchase as many items as possible that are manufactured in Afghanistan. All items that cannot be manufactured in Afghanistan shall be manufactured in a Trade Act Agreement Compliant Country as prescribed in DFARS Clauses 252.225- 7201 and 252.225-7020. When the solicitations are published in the future, all items will be allowed a +/- 5% size variance to the required size dimensions. Information Requested from Industry: Statement of Capability (SOC) 1. Provide company information including: a. Company name and address b. Point(s) of contact including name, phone number, address and email; length of time in business 2. Describe your organization's experience as an FFE manufacturer. 3. Describe your skills and knowledge required to perform the specified type of work. 4. Discuss which items can be manufactured in Afghanistan and which items will have to be procured from a Trade Act Agreement certified country. 5. State whether your company is registered in the System for Award Management (SAM) and/or the Joint Contingency and Expeditionary Services (JCXS) system. 6. In general, discuss the approximate delivery lead time to delivery these types of items if you were to be awarded a contract. 7. Discuss any intentions to subcontract and reasons to subcontract. There are no small business set? aside requirements associated with this procurement. Non-Furniture contractors are permitted to participate in the future furniture buys, but a written preference to work with FFE Manufacturers will be published in the appropriate solicitation(s) under FAR 52.212-2 (Evaluation Procedures) 8. Identify conditions or issues the U.S. Government should consider that may interfere with the intention of this project. 9. Provide any other pertinent information that will assist us in this market assessment. All information submitted in response to this Sources Sought shall be unclassified. All interested firms with the qualified vendors are encouraged to respond to this Sources Sought electronically by using the Attachment 2 (Vendor Responses to FFE Sources Sought).
