- Sources-Sought Notice for Avian Influenza Vaccines, Eurasian H5 Subtype, Antigenically Aligned with Clade 2.3.4.4 BACKGROUND: To provide the National Veterinary Stockpile (NVS) with sufficient supplies of vaccine antigenically aligned with Eurasian HPAI H5 viruses [clade 2.3.4.4] (referred to in this document as EA H5 viruses), suitable for use in chickens and/or turkeys ranging from one-day of age up to ≥ 3 years of age. The goal is to acquire an emergency/supplementary stockpile of EA H5 vaccines available for delivery anywhere in the United States within 24 hours of order by the NVS. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), NVS is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for obtaining these vaccines. The result of this market research will contribute to determining the method of procurement. The applicable NAICS code assigned to this procurement is 325414 with a size standard of 500 employees. REQUIREMENT: - Production and banking of AI vaccine or vaccine precursors: Produce and store a minimum of 100 million doses to a maximum of 500 million doses of vaccine or vaccine precursor that is antigenically aligned with Eurasian HPAI H5 viruses of clade 2.3.4.4; - Vaccine must be fully or conditionally licensed in accordance with the CVB regulations. Delivery anywhere within the continental US of up to 500 million doses of finished vaccine eligible for distribution and sale must be made within 24 hours of order as directed by the NVS; - Vaccine or vaccine precursor must be stored in a manner consistent with the longest potency viability of the product, and demonstrate satisfactory potency when tested at 12 month intervals through the duration of the contract; - Based on the satisfactory results of the second year potency testing, NVS reserves the right to extend storage of the vaccine or vaccine precursor for one (1) year beyond the two (2) year expected expiration date. PURPOSE AND OBJECTIVES: If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort. Responses should address these areas: - Describe your company's EA H5 virus strain that is/are currently in production and distribution. - Identify marketing authorizations or approvals for your company's vaccine(s). - Provide a brief description of the manufacturing facilities and process. - Provide a brief summary of purity, safety, potency, proof of licensor, and efficacy data. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. BASED ON THE RESPONSES TO THIS SOURCES-SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. No feedback or evaluations will be provided to companies regarding their submissions.
