Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the requirement under Simplified Acquisition Procedures. The solicitation number is 1151466 and this solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82 effective May 7, 2015. The associated North American Industry Classification System (NAICS) Code is 334516- Analytical Laboratory Instrument Manufacturing; FSC Code is 6640. Small Business Size Standard is 500 employees. Acquisition is a small business set-aside. Contract Type: Commercial Item-Firm Fixed Price. REQUIREMENTS: Statement of Need (SON) and Background The U.S. Food and Drug Administration (FDA), Office Of Regulatory Affairs (ORA), Arkansas Regional Laboratory (ARL), Persistent Organic Pollutant (POPs) Group has a requirement to upgrade to an existing Fluid Management Systems PowerPrep Solid-Phase Extraction (SPE) System, Serial Number - SB-123-X1, to include new alumina, carbon and silica columns and shipping, to analyze for seven (7) Polychlorinated Dibenzo-para-Dioxins (PCDDs), ten (10) Polychlorinated Dibenzo-para-Furans (PCDFs), three (3) non-ortho Polychlorinated Biphenyls (PCBs), twenty-one (21) PCBs and six (6) Polybrominated Diphenyl Ethers (PBDEs). Sample cleanup is vital in eliminating interferences that occur in the sample matrices. The alumina columns are needed to allow for the separation of non-polar compounds from samples. The carbon columns are needed to separate the PCB/PBDE fraction from the PCDD/PCDF fraction. Acid/Base/Neutral silica columns are needed to clean-up any fat or color that may have made it through Gel Permeation Chromatography (GPC) process. All three (3) columns are needed to remove interferences and separate the analytes from the sample matrices. Approximately 750 samples are expected to be analyzed within the next year. Further details of the compounds to be analyzed with the columns: Seven (7) PCDDs- Tetra-CDD, Penta-CDD, three Hexa-CDDs, Hepta-CDD, and Octa-CDD Ten (10) PCDFs- Tetra-CDF, two Penta-CDFs, four Hexa-CDFs, two Hepta-CDFs, and Octa-CDF Three (3) non-ortho PCBs- Tetra-CB, Penta-CB, and Hexa-CB Twenty-one (21) PCBs- Tri-CB, five Tetra-CBs, seven Penta-CBs, five Hexa-CBs, and three Hepta-CBs Six (6) PBDEs- Tri-BDE, Tetra-BDE, two Penta-BDEs, and two Hepta-BDEs Existing Columns currently in use: Fluid Management System PBDE-free classical disposable Silica (Acid-Base-Neutral) Fluid Management System PBDE-free disposable Alumina (11g) Fluid Management System PBDE-free classical disposable Carbon Minimum Specifications The column upgrades shall be delivered with all necessary supplies, equipment, components, modules, columns, adapters, software/licenses, start-up kits, accessories, etc. required to seamlessly interface with the existing system; Contractor is responsible for a turnkey solution. The columns shall be consistent with the existing columns currently in use. The components and equipment shall be a newly manufactured, not be used, refurbished, or previously used for demonstration. The columns shall be warranted for parts and labor for a minimum of 1 year from date of acceptance. All standard information on the equipment, including but not limited to User Manuals, Operation and Maintenance (O&M) Manuals, Material and Safety Data Sheets (MSDS), troubleshooting guides and any other applicable documentation, shall be provided upon installation of the system. Addenda to this provision are as follows: The government is not responsible for locating or securing any information, which is not identified in the quote. To ensure information is available, offerors must furnish as part of their proposal, all descriptive material necessary for the government to determine whether their item meets or exceeds the stated technical requirements and that those items will absolutely support FDA's stated need and provide compatibility with the existing systems. The quote shall provide information on any turn-key solutions, inclusive of all supplies, equipment, components, modules, columns, adapters, software/licenses, start-up kits, accessories, etc. necessary to achieve the intended application. Offers including other than Fluid Management Systems brand columns shall include evidence/demonstration that the product has and will work with the existing SPE Systems and columns without complications or interruptions in the research to be conducted with the columns. Any proprietary information shall be marked as such. The provision at FAR 52.212-2 Evaluation-Commercial Items (Oct 2014) is applicable to this solicitation and is hereby incorporated by reference. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (i) technical acceptability; (ii) price Technical acceptability will be determined, by review of information submitted by the Offeror, that the item quoted meet the Government's minimum technical requirement and assures compatibility with the existing equipment. The Government intends to award an order to the lowest priced technically acceptable offer. Offers will be evaluated on their ability to meet the minimum technical requirements provided above. The lowest priced offer will be evaluated first. If the lowest priced offeror is not technically acceptable, the next lowest priced offer will be evaluated and so on until a technically acceptable offer is determined. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
