- Please see below questions that were asked and answers that were provided: 1. Does an SF-18, Request for Quotation, which needs to be submitted with this Response to the Solicitation? To date, there is not an SF-18 attached to the documents found in FBO.gov. ANSWER: No, an SF-18 is not required. 2. If an SF-18 is not to be provided, would the Government prefer the proposed pricing be formatted and stated as it would on an SF-18? ANSWER: Per Section 11, please structure pricing to minimally show the CLIN, quantity, unit prices, and extended prices as shown in Section 11.1 of the solicitation document. 3. Are there limitations as to the number of pages, font or margin size regarding the submission of the quotation? ANSWER: There are no limitations on number of pages, font, or margin size for the quotation. 4. Referencing: 3.1 DOGS Purchase of a selection of one hundred and fifty (150) single purpose, selection tested dogs for law enforcement purposes including but not limited to drug detection, persons-tracking, explosives detection. The selected dogs must meet all of the requirements stated in this solicitation. The canine will be used in conjunction with a designated handler to detect narcotics, explosives or persons, basic obedience training or training for specialized activities including law enforcement, search and rescue, hunting in concealed areas and will work in the pursuit of concealed narcotics in airports, seaports and land borders or protecting people and property. It is understood that the solicitation states in several areas that the Government wishes to procure green selection tested single-purpose dogs. In the last sentence of the above-referenced paragraph, it states, or protecting people and property. 4a. Is the Government looking for strictly single-purpose canines, which will also protect people/law enforcement officers and their property? 4b. If so, does the Government acknowledge that the coupling of single purpose detection as well as personal protection abilities will deem the canine a dual-purpose green selection tested dog? ANSWER: Green dogs are required without a previous training and will be trained by Colombian National Police in one of the abilities from this sentence (drug detection, persons-tracking, explosives detection detect narcotics, explosives or persons, basic obedience etc.. ), only one purpose or ability at the time. 5. Referencing: Section 4 Dog Inspection Information, B. Medical Tests: /Jaws canine teeth (all four) weakened by notching, enamel hypoplasia, or abnormal wear. Oral infection or excessive periodontal disease may be disqualifying. Other than the canine teeth (all four), will a dog be disqualified if any other teeth are chipped or broken as long as such imperfection does not hinder the canine from performing to the standards as set forth in the solicitation? ANSWER: Any medical condition on teeth will be disqualifying, due to during the training and pre-selection will work with objects like: toys, balls, wood, towels etc.. and could cause more damage on canine if already has previous damage (chipped, broken or imperfection). 6. Section 3.1 DOGS, Subparagraph Breed: The canines shall be of the following breeds: German shepherd, Belgian Malinois, Golden Retrievers, or Labrador that meet the requirements described below. May dogs deviate from normal breed standards (i.e., German shepherd with floppy ears or a Labrador with a docked tail)? ANSWER: About breed other deviation could be consider from the normal standards requested on this Statement of Work, but the final acceptance is at sole discretion from USG canine expert and USG veterinary. 7. Section 3.1 DOGS, Subparagraph Sex: The canine may be either male or female. Are all dogs required to be neutered or spayed? If not, is a cryptorchid dog acceptable? ANSWER: Dogs are not required to be neutered or spayed, a cryptorchid dog could be accepted but the final acceptance is at sole discretion from USG canine expert and USG veterinary (during pre-selection tests) 8. Section 11.5. PAST PERFORMANCE: A list of contracts within the last five (5) years for the breeding, training, provision, shipment, and exportation (when applicable) of comparable volume, type, and quality of dogs and support to federal or commercial customers. The list shall include contact information (name, organization, email, and phone) and be limited to no more than five (5) references. Include information on company performance and experience on breeding and dog training. 8a. Will the government provide any specific forms or format for past performance? 8b. Is the contractor expected to transmit the past performance for each client for completion by client and subsequent transmission directly to the Contracting Officer? ANSWER: The Government will not provide any specific forms or formats for past performance, however the offeror must provide information requested in Section 11.5 of the solicitation document. For Colombian vendors, the " Camara de Comercio" can be used to shows the past performance. 9. 11.2. DESCRIPTION: Quotations must include the following: Confirmation of compliance with taxes payments represented by Taxes Declaration Certificate: includes payment of VAT, "Reteica", "CRE" and tax retention. Similar document depending country of origin for purchase of dogs. Does this Declaration Certificate apply to US owned and operated contractors? ANSWER: Yes, the Declaration Certificate will apply to US vendors. 10. Confirmation of compliance with hiring certificate veterinary continuously on the Veterinary recruitment certificate accredited by "Asociación de Veterinarios y Zootecnistas Colombiana" (COMVEZCOL) or similar association depending country of origin for purchase of canines (minimum 6 months of validity) Is the Government requesting veterinary credentials and certifications from the contractor's vet performing all veterinary work and certificates prior to the dog being shipped to Columbia? ANSWER: The intent of this request is to verify veterinary credentials and certifications from the contractor's vet and the period of performance of duties of vet with vendor. The vendor needs to include a veterinary credentials & certifications and contract showing the period of duties with vendor (minimum 6 months), supported or approved by Veterinarians Association or Animal Scientists Association similar or equal to "COMVEZCOL" in Colombia.
