Description
6/12/2015: This pre-solicitation has an error in the solicitation number under which it is filed. This pre-solicitation number is quote mark W917S-15-R-6010 quote mark, but a quote mark 2 quote mark was left out of the contracting officer identifier. This requirement has been re-posted under the correct solicitation number quote mark W9127S-15-R-6010 quote mark. Please use this corrected number to access the draft RFP and any future documentation under this requirement. No further information for the Iwakuni IO requirement will be posted here. ------------------- The U.S. Army Corps of Engineers (USACE), Little Rock District plans to solicit a requirement for the U.S. Marine Corps Air Station Iwakuni's Family Health Center Initial Outfitting Project, located in Yamaguchi Prefecture, Japan. This contract is being procured in accordance with FAR Parts 12 and 15. The Scope of Work includes, but is not limited to the initial outfitting of three buildings on Marine Corps Air Station (MCAS) Iwakuni: the Branch Health Clinic, the Veterinary Clinic, and the Education and Developmental Intervention Services (EDIS) building. This contract will include both Initial Outfitting - Transition Services (IO-T) and Initial Outfitting - Commodities (IO-C). IO-T includes planning services, project management, transition and move planning and execution, refining the existing inventory, CONOPS development, space planning and development of commodities lists and requirements, publication of public information materials (to include new phone numbers, opening hours and changes in the schedule due to transition activities), and execution of public relations events such as ribbon cutting ceremonies. IO-T also includes inventorying all existing systems and commodities to be reused, relocated or disposed; development of space and furnishing plans; conducting user interviews; and planning, developing the requirements for all new and reuse commodities, managing the phasing and transition activities, relocation planning and execution, key control, assignment and publishing of new phone numbers, room signage wording, and disposal of old equipment and furniture through Government channels (DRMO). IO-C includes the procurement, delivery, receiving, secure warehousing/ storage, moving, installation, data entry, testing, inspecting, labeling, excessing and proper disposal, certification and warranting of all commodities planned during IO-T. Prior to an Offeror receiving an award from any resulting solicitation, the Offeror must be registered and have an active, valid registration in the System for Award Management (SAM) database. To obtain information on the SAM database, please visit https://www.sam.gov/portal/SAM/. A site visit is currently planned for June 25, 2015 at MCAS Iwakuni. To register for the site visit, please provide the following information to the primary point of contact (below) by no later than 16 June 2015: full name, nationality, name of company, and work address. You must register to attend the site visit. Registered attendees shall arrive by no later than 0745AM local time at the Main Gate, MCAS Iwakuni, Misumi-cho, Iwakuni City, Yamaguchi Prefecture Building #522, 740-0025. Registered attendees must have their passport and one other form of ID with them to receive a base pass. After receiving a base pass, registered attendees will be escorted around MCAS Iwakuni. Award will be based on a Best Value, Lowest Price Technically Acceptable Source Selection Process, IAW FAR 15.101-2. Anticipated solicitation issuance date is on or about 16 June 2015, and the estimated proposal due date will be on or about 15 July 2015. A draft solicitation may be released prior to the final solicitation. It is the potential offeror's responsibility to monitor www.fbo.gov for updates to this pre-solicitation notice and release of the solicitation.
