Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 U.S.C. § 2304(c)(1). There is a reasonable basis to conclude that the supplies or services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The National Geospatial-Intelligence Agency (NGA) requires operations and sustainment (O&S) support of NGA's Common Mapping Production System (CMPS), Development Test Facility (DTF), and related expert level help desk support to NGA and international co-producer use of CMPS for GEOINT production. CMPS is a critical system that provides Compressed ARC Digitized Raster Graphics (CADRG) production, Enhanced CADRG (ECRG) production, and Digital Chart Update Manual (CHUM) updates to NGA and its customers. BAE Systems Information Solutions Inc. is the current contractor for the CMPS contract. The current contract expires on 30 June 2015. NGA intends to award a sole source, firm fixed-price contract to BAE Systems Information Solutions Inc., based in Nashua, NH. The Period of Performance for this contract will include a base period of twelve (12) months and one option period of twelve (12) months. The technical nuances of this system require a deep intimate knowledge of the code and all of the data layers that compromise the system in its entirety. These nuances include profound knowledge of the requisite MIL-specs as they relate to ECRG and CADRG production, necessary file structures embedded in the code, and supporting databases containing years of necessary updates. These updates have been largely due to ongoing CADRG production process improvement but also caused by hardware obsolescence requiring improvements to the software baseline. While CMPS was originally developed based on commercial code, it has been modified to incorporate specific Foundation GEOINT production requirements over the last 20 years. The system has continually been modified utilizing over 600,000 lines of custom code, primarily written in the Ada legacy language. This CMPS support requirement demands the ability to quickly modify the code as priority 1 or 2 level DRs occur in the GEOINT production system and provide corresponding expert level helpdesk support in the live environment to sustain production to meet the mandated 28 day Aeronautical Information Regulation And Control (AIRAC) production cycle that ECRG and CADRG follow. In addition to supporting monthly and quarterly deliverables of the production users, support to CMPS demands the ability to provide expert help desk support to the yearly "Big Bang" delivery of all latest-version production materials created and housed within CMPS to support the complete CADRG data refresh that DoD systems and processes are reliant upon. Management of CMPS requires a deep knowledge of the relationship between cartographic inputs, the compressed digital raster outputs it creates, and how the DoD consumes the data. This includes 1) extensive knowledge of frame file versioning and associated metadata management, 2) extensive knowledge of seamless moving map display products and the DoD systems that consume them, 3) the ability to support color table manipulation for cartographic optimization as inputs undergo a 254 to 169 DPI conversation through vector quantization, 4) the ability to support expurgation of cartographic boundaries and packaging on a standalone instance of CMPS to prepare data for releasability, 5) the ability to support the production and packaging of non-standard ECRG and CADRG products on a standalone instance of CMPS, 6) the ability to support CHUM applications on live and standalone instances of CMPS, and 7) extensive knowledge of the chart products and deliveries managed in the ECRG and CADRG formats [military charts such as the Navigation Planning (NAVPLAN) family of products (Jet Navigation Chart (JNC), Tactical Pilotage Chart (TPC), Operational Navigation Chart (ONC), and Global Navigation and Planning Chart (GNC)), Federal Aviation Administration Sectionals and EnRoute Charts, Foreign Aeronautical Charts such as the EuroSAC, Topographic Line Maps, Joint Operations Graphics (JOG's)], their various scales, historical and current MIL-spec scale and product codes, and the production and delivery cycle of each. Familiarity with the conversion process to create the Arc Digitized Raster Graphic (ADRG) input for CMPS (native datum/ellipsoid to WGS84) is preferred. Additionally, CMPS management activities require coordinated software maintenance across varying hardware platforms due to inconsistencies across the multiple co-producing countries. This includes support to the CMPS Development Test Facility (DTF) which contains multiple CMPS hardware and software configurations mirroring those of all of the fielded user sites to allow for optimal system troubleshooting and maintenance support work as stated above. Currently there are 4 approved international co-producers in Canada, the United Kingdom, Australia, and New Zealand. Supporting CMPS at these locations requires a current Technical Assistance Agreement (TAA) for proper export control to support the four coalition countries. BAE's TAA is in place specifically for CMPS and valid through 2020. Finally, CMPS relies on Map Display Server (MDS) software components. In the past, MDS was upgraded and enhanced by joint Air Force, NGA, and BAE efforts. It is currently maintained and upgraded under an Air Force contract with BAE; however, CMPS, and therefore NGA, directly benefit from Air Force investment into MDS while it is co-located at BAE. Given that CADRG needs to be produced on the same MDS baseline that it will be used on, there is a significant risk of CADRG display compatibility in flight and mission planning systems if the NGA MDS and Air Force MDS do not have synonymous instantiations. The contracted vendor must possesses detailed knowledge of the workings and structure of CMPS software, its database schema, code, system outputs, the information management of ECRG and CADRG frames and versioning, color table manipulation, expurgation, and other knowledge pertinent to the GEOINT production needs required for ECRG and CADRG. As a result of the discussion herein, the Government believes that only BAE possesses the unique capabilities required for CMPS O&S support. The point of contact for this action is Dale Lewis.
