This notice does not constitute a commitment by the United States Government. The intent of this announcement and the information provided in response to this notice will assist the Government in identify ALL potential sources to include small businesses and socio-economic sources that are capable and qualified to furnish the required products and services as identified in the Requirements section of this announcement. The North American Industry Classification system (NAICS) Code is 541712. The anticipated dollar value of this project is under $150,000. Please include your company's size classification in any response to this notice. The Northeast Fisheries Science Center of the National Marine Fisheries Service (NMFS) in Woods Hole, MA is soliciting information, on behalf of the Oceanography Branch for research necessary to continue the NEFSC Environmental Monitors on Lobster Trap (eMOLT) project. BACKGROUND/QUALIFICATIONS In 2002, Gulf of Maine Lobster Foundation (GOMLF) became NEFSC’s primary partner in the eMOLT project. While support originally came from NOAA’s Northeast Consortium Program, the eMOLT project has been sustained with other sources to include the Northeast Cooperative Research Program. Success of the eMOLT project, now in its 14th year of monitoring the ocean with oceanographic sensors on traps, is largely due to the technical and administrative support provided by the GOMLF with its connection to the industry fishermen. A few years into the eMOLT project, GOMLF took on the additional task of being an interface with the satellite service providers. This involved a significant amount of work dealing with dozens of transmitters and accounting for costs associated with each. As the eMOLT project expanded into using satellite-tracked “drifters” in addition to sensors on traps, it has grown to involve nearly 100 schools around New England who help build the instruments. This expansion has resulted in significantly more administrative work that has been performed by GOMLF. The objective of this project is to expand and continue the operational functions of the NEFSC’s Environmental Monitors on Lobster Trap (eMOLT) project. Several years into the eMOLT project the additional tasks of interfacing and managing data transmissions with satellite service providers took place. The GOMLF has been integral to that transition and monitoring process. This involves a significant amount of work managing dozens of transmitters. As the eMOLT project expanded into using satellite-tracked “drifters” in addition to sensors on traps, it has grown to involve nearly 100 schools around New England. This expansion has significantly increased the administrative responsibilities associated with managing this program. In addition to temperature sensors on traps, the project has evolved to include other instruments such as salinity sensors, cameras, acoustic receivers, current meters, and pressure recorders. As part of this project, the Contractor must have a proficient knowledge and experience with supporting the Environmental Monitors of Lobster Traps (eMOLT) project. There shall be well established relationships with all of the major lobster associations in New England and a proven record of collaborative lobster-related research activities in the area. REQUIREMENTS The Oceanography Branch of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA requires the following services be provided under the subject project: TASK 1: Recruit approximately 30 fishermen to participate in the real-time eMOLT project. This involves training the fishermen in using the sensors, documenting their work with standardized mooring logs, and maintaining time series date for at least the first year of the project. TASK 2: Procure and distribute supplies (transmitters, controllers, computers, probes) to participants. This involves purchase orders and shipping supplies to various fishermen and dockside technicians as needed. TASK 3: Providing reimbursement and support to dockside technicians as required to: a. Coordinate with lobstermen and manage the data collected. The Technicians are responsible for traveling to various docks in the Northeast, setting up the instruments on board vessels, interfacing the boat box computers, modifying Python code to process the data, and ensuring data is available on the NEFSC network. b. In addition, this includes the final step in data processing: to serve the data in accordance with the Integrated Ocean Observing System standards as well as through the Global Telemetry System protocol. This includes ensuring that multiple ocean modeling groups can easily access the data via the OpenSource Network Data Access Protocol and that they are assimilating this data on a routine basis. TASK 4: Providing quarterly basis updates via a googlesheet beginning 3 months after start date with a breakdown of all expenses incurred along with the balance remaining in the budget. This includes an itemized list of the supplies in stock as well as an inventory of the equipment installed on each boat.. TASK 5: Coordinate, manage and process all invoice payments for satellite provider. Period of Performance: One year from date of award. CAPABILITIES PACKAGE: All interested parties shall submit a capabilities package explicitly demonstrate the ability to provide the requirements as specified in this announcement.
