- INTRODUCTION: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Center for Advancing Translational Sciences (NCATS), Therapeutics for Rare and Neglected Diseases (TRND) section is seeking a Multielectrode Array (MEA) system for use in the TRND biology laboratory, located at 9800 Medical Center Drive. Our group is currently working on the differentiation of neuronal cells and cardiomyocytes from patient-derived induced pluripotent cells that are used as disease models for drug development. We need an instrument that can be used to measure the electrical response in the differentiated neuronal cells and cardiomyocytes for characterizing the differentiated cells and for compound screening. We need a system capable of performing high throughput assays utilizing iPS derived cardiomyocytes and neuronal cells as the cell models. PURPOSE AND OBJECTIVES: The purchase of high throughput MEA system is needed by the TRND group in order to conduct high throughput assays to evaluate the electrical response of neuronal cells and cardiomyocytes differentiated from patient derived induced pluripotent stem cells. PROJECT REQUIREMENTS: Scope of Work TRND has a stem cell program which continues to grow at a rapid pace. In keeping with our mission to stay at the cutting edge of research by evaluating and using new technologies, we need the ability to rapidly differentiate stem cells into mature cells. Therefore, TRND needs an instrument capable of differentiating neuronal cells and cardiomyocytes from iPSCs through the use of electrical stimulation. We are seeking a Multielectrode Array (MEA) system that is of the highest throughput and offers superior data analysis. System specifications/capabilities: The following are required: •Multi-well, multielectrode array with high electrode channel count, capable of producing data for high-throughput screening •Ability to capture data in 12-well formats (with at least 64 microelectrodes per well) •Ability to capture data in 48-well formats (with at least 16 microelectrodes per well) •Ability to capture data in 96-well formats (with at least 8 microelectrodes per well) •A CO2 and temperature controlled plate chamber with plate mask for extended experiments •Compatibility with a variety of different in vitro cell types •Suitability for real-time data observation and data capture •Automated data acquisition software without the need for third-party software for data analysis •A compatible desktop computer and monitor •A USB connection from the MEA system to the computer •On-site installation of hardware and software; on-site training for TRND staff •Service plan that provides 2 years in-factory service as well as preventive maintenance ANTICIPATED PERIOD OF PERFORMANCE: •Instrumentation provided to TRND within 2 months of receiving order •Installation and Training to be conducted within 2 weeks of delivery PLACE OF PERFORMANCE The instrument will be shipped/delivered to: 9800 Medical Center Drive Room 313W Rockville, MD 20850 Delivery will occur during normal working hours (from 8:00 AM to 5:00 PM local prevailing time, Monday through Friday). CAPABILITY STATEMENT / INFORMATION SOUGHT: Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. Respondents must provide, as a part of their responses, clear and convincing documentation of their capability of providing the products and services specified in this notice. Respondents must provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code AND any other information that may be helpful in developing or finalizing the acquisition requirements. SUBMISSION INSTRUCTIONS: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in an outline format that addresses each element of the "PROJECT REQUIREMENTS" and each element of the "CAPABILITY STATEMENT / INFORMATION SOUGHT" paragraphs above. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
