Description

The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), National Region Office, Washington, DC is seeking Service-Disabled Veteran Owned Small Businesses (SDVOSB) for construction of Project 846CM2036B, Fort Sam Houston National Cemetery Improvements, Phase 2B Historic, located at 1520 Harry Wurzbach Road, San Antonio, TX 78209. The Contractor shall provide all labor, materials, supplies, equipment, transportation, and supervision necessary to completely prepare site for building operations, including demolition and removal of existing structures and furnishing and the renovation of the existing superintendent's lodge (Bldg. 1001), relocation of the existing administration building (Bldg. 1002), repairs to existing roadways, repairs to perimeter stone walls, repairs to storm drain system, construction of an overpass, replacement of existing fencing, signage, and site furnishings, landscaping, irrigation, and site utilities as required by drawings and specifications. The magnitude of construction cost for this project is between $5,000,000 and $10,000,000 with a period of performance of 365 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $36.5 Million. Note: A Project Labor Agreement (PLA) will not apply to this project because the estimated cost is under the requisite $25,000,000.00 dollar threshold. SOLICITATION and AMENDMENTS: Solicitation documents will be posted at https://www.fbo.gov/ on or about June 26, 2015. All offerors must be registered in the System for Award Management (SAM) database at www.sam.gov and listed and verified in the Department of Veterans Affairs Vendor Information Pages at https://www.vip.vetbiz.gov/ upon submission of proposal. This is not a solicitation. By registering at FedBizOps https://www.fbo.gov/, Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM.gov and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at https://www.fbo.gov/, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE/SITE VISIT: Pre-Proposal Conference information will be provided within the RFP. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal. The proposals will be evaluated and award made utilizing the Best Value trade-off method per FAR Part 15.
