Description
Letter of Intent The United States Geological Survey located in Anchorage, AK intends to make a non-competitive award to the Colorado State University Veterinary Diagnostic Laboratory (CSUVDL) located in Fort Collins, CO to perform tests on wildlife tissue samples to screen for prior exposure to and current infection with multiple wildlife and zoonotic pathogens of interest. These tests will include serology, parasitology, and pathogen isolation. Sources sought notice G15PS00439 was issued on May 13, 2015 through May 29, 2015 with no responses received. Additional market research did not reveal any other sources. The objectives are to collect baseline serological data for sympatric species on the Arctic Coastal Plain of Alaska and describe patterns of wildlife and zoonotic disease exposure in this region, and to isolate pathogens and parasites from fecal and tissue samples for molecular analyses and determination of possible transmission routes. Contractor Requirements: 1. The contractor shall maintain industry-standard or better quality-control procedures. Be able to analyze serum and fecal samples from Arctic foxes, geese, small mammals, caribou, polar bears, and analysis of fecal samples only for Pacific walruses. Specific test to be performed will vary by species but include screening for the following pathogens: Brucella, Coxiella, Morbillivirus, Neospora, Leptospira (all serotypes), Echinococcus, Cryptosporidium, and Giardia. Pathogen isolation and sequencing will be performed as appropriate (to be determined jointly by the contractor and PI) and pending initial results. 2. All analyses shall be conducted with appropriate BSL safety measures and quality-control procedures in place. 3. The contractor shall be accredited by the American Association of Veterinary Laboratory Diagnosticians (AAVLD) as a full-service, all species laboratory. 4. Must have a robust Quality System that meets and or exceeds AAVLD guidelines, which are based on ISO17025 standards. All business concerns who believe they can responsibly perform this requirement may submit their quotation with the following information to the Contracting Officer no later than 3PM EST Friday, June, 19 2015: An RFQ may be provided upon request. 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Business Size status of vendor ( Ie. Small, 8(a), HUBZone, SDVOSB, Large, etc.) 3. Point of contact information for vendor. 4. Any other information that will prove the vendor is capable of performing the required effort. Submissions shall be emailed only to the attention of the Contracting Officer, Gerry Lewandowski, at glewando@usgs.gov. Responses should be limited to 3 pages (single-sided). NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
