- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of Energy, Western Area Power Administration (WAPA), Desert Southwest Regional Office (DSW), intends to award a sole source purchase order under the authority of FAR 13.106-1(b)(1), to Technical Sales-Northwest, 12540 SW Main St Ste 201, Tigard, OR 97223, for (2) Treetech TM1/TM2 combination temperature monitors and (2) GMP moisture and hydrogen gas monitors. The basis for this sole source award is outlined in the Single Source Justification information below: 1. Identification of the agency and the contracting office. Western Area Power Administration, 615 South 43rd Ave, Phoenix, Arizona, 85009 2. Description of supply or service required to meet the agency's needs. This is a fixed-price, sole source acquisition to Technical Sales-Northwest for (2) Treetech TM1/TM2 combination temperature monitors and (2) GMP moisture and hydrogen gas monitors for its Davis Dam KY7A and KY8A transformers. 3. The rationale or circumstances for limiting competition. The current monitoring system for Davis DAM transformers is a Treetech system. The system is critical component of the transformer and the only means of how the transformers send alarms and trips back to the SCADA system for the protection of the transformers. The Treetech system contains proprietary technology and therefore these parts cannot be duplicated by another manufacturer. By limiting competition to Treetech projects Western does not need to modify/redesign the system. If Western was to allow a different product, there would be significant cost to redesign and change out the system (estimated at $800,000) and cause a great amount of downtime for the two transformers. All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals. No solicitation will be posted.
