- Department of Justice Office of Justice Programs NIJ Research and Evaluation Technical Assistance Services This Sources Sought Notice is being released pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through this process is determined to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Quotes (RFQ), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this notice shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. The Department of Justice (DOJ), the Office of Justice Programs (OJP) is issuing this Sources Sought Notice to identify qualified and responsible small business vendors (e.g., 8(a); Service-Disabled Veteran Owned Small Business; Historically Underutilized Business Zone (HUBZone) Small Business; Small Disadvantaged Business; Veteran-Owned Small Business, Women-Owned Small Business and Economically Disadvantaged Women-Owned Small Business)having an interest in and possess the resources to provide support for the National Institute of Justice and assist in the execution of its extramural and intramural research, evaluation, research and development, forensic, demonstration and international programs. Further the Contractor will assist NIJ in managing logistics and program support for all phases of NIJ programs and initiatives. The scope of NIJ's activity includes strategic planning activities and other program development initiatives. Background The National Institute of Justice (NIJ) is part of the U. S. Department of Justice (DOJ) Office of Justice Programs (OJP). NIJ was created in 1968 by Congress pursuant to the Omnibus Crime Control and Safe Streets Act, as amended. The National Institute of Justice- the research, development and evaluation agency of the U.S. Department of Justice - is dedicated to improving knowledge and understanding of crime and justice issues through science. NIJ provides objective and independent knowledge and tools to reduce crime and promote justice, particularly at the state and local levels. NIJ's staff members provide information to the Attorney General, the Congress, state and local government, and the American public. Scope The role of the Contractor is to facilitate the most efficient and cost effective delivery of targeted program support for all NIJ programs. The level of effort anticipated for this contract is linked to the amount of research activity at NIJ. In cooperation with other DOJ and other Federal agencies, NIJ issues separate solicitations addressing priorities across all programmatic portfolios. Partnering agencies often provide NIJ with funds to conduct research and evaluation programs. Furthermore, these activities are in addition to NIJ's ongoing base programs of both extramural and intramural research and evaluation that are generated solely at the discretion of NIJ. These partnerships may significantly increase the complexity and workload of NIJ. Services Task 1 (Meetings and Conferences) The contractor must be familiar with multiple resources beyond commercial hotels to identify cost-efficient, quality meeting space for NIJ events and demonstrate the ability to quickly respond to NIJ's request for space. The contractor must demonstrate innovative ways to obtain quick turnaround of request for proposals to hotels when requesting meeting space on behalf of NIJ. The expectation is that NIJ will host at least 25 meetings per year with attendees ranging from 10 to 40 and at least 1 meeting per year for 300 attendees. Task 2 (Consultant Assignments/Program Support) NIJ hires independent external experts to provide a wide array of services to include, literature reviews, data analysis, presentations and other research-based assignments. The contractor must provide specific information and examples on capabilities for working with independent consultants, specifically experience with identifying skilled experts to perform on specific NIJ criminal justice tasks. The contractor must also discuss in detail its experience with expediting reimbursements for services rendered by consultants. NIJ anticipates at least 200 consultant assignments. Task 3 (Product Review ) NIJ requires either expanded final technical reports or project summary overviews developed under each grant, contract, or intramural research project funded by NIJ. All reports are required to receive a written review from at least one researcher and one practitioner to assess such factors as quality, scientific rigor, and suitability for publication. Each review process has corresponding review questions developed by NIJ. Written product reviews are approved by NIJ, are confidential and considered during NIJ's funding decision making process. It is estimated that each year 250 written final products will be sent to the Contractor to complete the coordination of the review process. The Contractor will manage all logistics for review of reports and other products by coordinating with experts approved by NIJ. The contractor shall deliver the product to the expert reviewers, monitor timelines for deliverables, collect and deliver report reviews to NIJ and disburse payment to the consultant after NIJ's inspection and acceptance of the reviews. NIJ also coordinates with other OJP bureaus whose publications and reports are reviewed through this contract on a regular basis. The COR will provide relevant instructions to the contractor regarding specific processing requirements of deliverables in accordance with active NIJ policies. Task 4 (Data Management) NIJ will furnished government property by way of an existing NIJ database used to track all tasks, serve as a repository for consultant credentials and display tasks status reports to NIJ staff. The database requires timely updates and on-going innovation to improve reporting functions and automatic email notifications. As important, NIJ will require an expert in programming MS Excel spreadsheets for the NIJ budget. This task is complex and will require noticeably advanced skills in Visual Basic Code and other high level skills in designing workbooks with sophisticated data retrieval formulas. Task 5 (Administrative Tasks) Task 5 shall include all administrative work not initiated by the Technical Directional Letter (TDL) process. Task 5 is used by the COR for contract direction and coordination. The COR will provide specific information on the organization of administrative tasks and special tracking of costs related to administrative activity. Examples of Task 5 work include Global Administrative Tasks and Management of Contractor/Government Meetings. Staffing The Contractor shall provide competent, knowledgeable, professional, non-governmental personnel to manage and perform each of the tasks necessary to generate accurate, complete, consistent, innovative and reliable program support services. Staff will include highly educated and experienced Project Management staff, Certified Meeting Planners and other qualified and experienced program specialists, database managers and an expert in MS Excel programming. Respondents to this RFI shall provide the following information: a) Vendor background summary including, contractor name, address, DUNS, point of contact information, email, phone, website address, small business designation, and any GSA schedule number. b) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. c) Past Performance- Provide a list of previous contracts where financial and grant processes support services were provided. Provide customer/Government Agency contact information where these services were provided including: contact name and organization, telephone number, and email address. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope described in this notice and otherwise anticipated. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
