Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Center for Cancer Research (CCR) Surgery Branch, plans to procure on a sole source basis Rees Scientific Enterprise Centron environmental monitoring system software and hardware upgrade and validation services for the existing Government-owned Rees Scientific environmental monitoring system from Rees Scientific USA, 1007 Whitehead Road Ext., Trenton, NJ 08638. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334290 and the business size standard is 750 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance will not exceed twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Mark O. Hatfield Clinical Research Center (CRC) is an extension of the Warren Grant Magnuson Center, which opened in 1953. Together, the Magnuson and Hatfield Centers are the NIH Clinical Center. The Clinical Center is a national resource that makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. The NIH Clinical Center's vision is to lead the global effort in training today's investigators and discovering tomorrow's cures. The Rees Monitoring System for laboratory equipment is currently used by fifteen (15) CRC Branches, Laboratories, and a Core. Together they represent seven (7) NIH Institutes/Centers. The monitoring-alarm system was provided as part of the facility when the CRC building opened in 2004. The computer-based, Rees Monitoring System tracks and stores the output of each of the 185 Rees monitors currently used for laboratory equipment in the CRC. The system also maintains a historic record of the output from each monitor, which can be used 1) to meet requirements of regulatory agencies, 2) to verify the status of a piece of equipment over a selected period of time, and 3) to help identify why equipment is not functioning properly. Each of the equipment monitoring capabilities, described above, is particularly important in the NIH CRC, where the monitored equipment commonly contains specimens from patients enrolled in CRC clinical trials; specimens that are likely very limited in number, if not one-of-a-kind, and irreplaceable. Validation of the system upgrade is required in order to establish the accuracy of monitors reporting to the upgraded system and to meet the requirements of regulatory agencies. Several divisions at NIH main campus and NIH/NCI-Frederick already use Rees Scientific for environmental monitoring of their equipment. Using the Rees Scientific Environmental Monitoring System will add continuity and uniformity. Contractor shall perform one (1) Rees Scientific Enterprise Centron environmental monitoring system software and hardware upgrade and validation services on the Government-owned Rees Scientific system; hardware upgrades to include new Rees Scientific Enterprise Centron, four (4) line network (VoIP) dialer, convert Centron wall units with MPX-RMT panels to buffering MPX panels, V2-MPX-BOARDs, various batteries for micro units, remote panels, and wireless transmitters; and software upgrades to include new Rees Scientific Presidio Version 3.0 software, Enterprise Centron additional node license Presidio Version 3.0, Presidio-OTG, Centron software facility floor plan, validation kit for Centron with Centron Presidio software, comprehensive IQ/OQ of system with full documentation provided to satisfy regulatory authorities during the contract period. The upgrade shall be performed by technically qualified factory trained personnel. This equipment is manufactured by Rees Scientific USA. Due to the system being highly specialized, the Rees Scientific environmental monitoring system software and hardware upgrade work needs to be performed by technically qualified Original Equipment Manufacturer trained engineers. In addition, the software to control the system is only provided by Rees Scientific USA. The proposed Vendor is the only known source capable of providing the required upgrade of the existing Rees Scientific system and its validation. The upgrade to the existing system includes the Rees Scientific Presidio 3.0 software and hardware. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EDT, on June 22, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine A. Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have a valid, current Entity Record, including current Reps & Certs, in the System For Award Management (SAM) through sam.gov.
