- The Government does not intend to award a contract on the basis of the RFI notice or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a quote. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting information, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Marine Acoustic Recording Unit (MARU) Deployment Services in the Atlantic for Baleen Whale Migration Data Collection. The North American Industry Classification System (NAICS) code for this requirement 541712, with a size standard of 500 Employees. This RFI/Sources Sought will be used solely for market research and does not constitute a solicitation. Background Under the Marine Mammal Protection Act and Endangered Species Acts, the NMFS is required to assess the status of marine mammal populations found in U.S. waters. The Protected Species Branch (PSB) of the NEFSC carries out the responsibilities of the NMFS in the Northeast Region with the PSB responsible for regular abundance estimates of protected species. In 2006, PSB began a collaborative research project with the Bioacoustics Research Program at Cornell's Lab of Ornithology (BRP) and the Stellwagen Bank National Marine Sanctuary (SBNMS) aimed at monitoring marine animal acoustic distribution and the influence of human made noise on these species. This pilot project resulted in a 3 year joint National Oceanographic Partnership Program grant being awarded to work further to develop "An ocean observing system for large scale monitoring and mapping of noise throughout the Stellwagen Bank National Marine Sanctuary". Since then the Acoustic Marine Recording Units (MARUs) built by BRP have been used extensively throughout both the NEFSC and Southeast Fisheries Science Centers for the purpose of monitoring the presence and spatial distribution of low frequency marine mammals, in particular endangered baleen whales. As of 2009 the expansion of renewable energy and as of 2015 the proposed oil and gas exploration across the Western Atlantic Ocean have increased the need for information on Baleen Whale migration movements, through their presence and distribution. The Bureau of Ocean Energy Management (BOEM) has been funding the NEFSC and Southeast Fisheries Science Center since 2009 to carry out large scale surveys to assess the presence and abundance of marine mammals and turtles throughout the Western Atlantic. As a result of this a network for monitoring baleen whales is being established throughout the Western Atlantic and the NEFSC is responsible for adding three lines of MARUs in both the Southeast and Northeast U.S. Scope As part of this project, the Contractor will be responsible for providing the maintenance support as well as the deployment and refurbishment support needed to keep MARUs in the water during the contract performance period. The maintenance of the suite of MARUs includes deployment, retrieval and anchoring materials as well as refurbishment, raw data extraction, data collection, hardware and software upgrades and shipping. The anticipated period of performance is October 1, 2015 through September 30, 2016 and two (1) one year option periods. The DOC/NOAA is seeking the following information: Potential Respondents shall provide business size status for the NAICS Code stated above and relevant past performance. In addition to size status, please provide your company's socio-economic status, if applicable, for the NAICS code stated above (8(a), Hubzone, Small Disadvantaged Business, Service-Disabled/Veteran Owned, and Women Owned). Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a minimum of three (3) current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. Note: This announcement is a Request for Information and no contract will be awarded pursuant to this announcement.
