- The purpose of this Presolicitation Notice is to notify that the U.S. Agency for International Development (USAID) Regional Mission for Ukraine, Belarus and Moldova (Mission) intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract by issuing a Request for Proposals (RFP). The purpose of this contract is to procure analytical services from one Contractor under the discrete task orders. Analytical services include: objective performance and impact evaluations of Mission activities, Projects, and/or Development Objectives in accordance with USAID Evaluation Policy; objective assessments and surveys of sectors, fields, public opinion, and programming approaches to inform the Mission's preparation of Country Development Cooperation Strategies (CDCSes) and other strategy and planning documents; and monitoring of Mission activities, independent data verification for quality and accuracy, and input on Mission Performance Management Plans, as well as individual project Monitoring and Evaluation Plans (where required). Evaluation, assessment, and monitoring work will generally focus on sectors and areas covered by a CDCS or other strategy document in Ukraine, Belarus and Moldova; however, some evaluations and assessments may cut across multiple countries, sectors or technical areas. The Contractor may also be directed to implement assessments, studies, or surveys in sectors or areas outside of a CDCS or other strategic document. The Contractor may be required to build local capacity and promote the best practices by subcontracting to local organizations and local professionals whenever appropriate to provide analytical services, conduct briefings and roundtables for stakeholders, and facilitate information exchanges across the areas where the Mission works. As part of the response to the RFP, the offeror will also be required to submit proposals (technical and cost) for the three Task Orders which have been identified as the following: 1. Task Order #01: Performance Evaluation of the Ukraine Media Project, also commonly known as U-Media. This is a final performance evaluation. 2. Task Order #02: Performance monitoring services and technical assistance in performance monitoring capacity building over the course of six months. Monitoring services include: third-party monitoring of Mission activities in Ukraine, independent data verification for quality and accuracy, and input on USAID/Ukraine Performance Management Plan (PMP), as well as individual project and activities Monitoring and Evaluation (M&E) Plans (where required). Monitoring work will generally focus on sectors and areas covered by a CDCS or other strategic documents. 3. Task Order #03: Assessment of sustainable development opportunities (SDOs) and assistance gaps (AGs), which USAID Regional Mission to Ukraine, Moldova and Belarus, and Cyprus (the Mission) should consider in preparation of a Country Development Cooperation Strategy (CDCS) for Ukraine for 2018-2022. The combined RFP for the IDIQ and Task Orders is expected to be issued in July 2015 on the Federal Business Opportunities website (www.fbo.gov). When the RFP is issued, any amendments thereof will be posted on the Federal Business Opportunities website (www.fbo.gov). Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Prospective Offerors are advised that this procurement is subject to the availability of funds. This pre-solicitation notice in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Notes: 1.
