- Service Maintenance TITLE: Sources Sought Notice FDA SS-1151040 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. The North American Industry Classification System (NAICS) code for the proposed acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of 20.5 million in dollars. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND: The Food and Drug Administration's Office of Acquisitions and Grants Services have a requirement for service maintenance on a Sartorius BioStat B-DCU II parallel bioreactor system with Mass Flow Controllers and BioPAT analysis tools due to its on-going work with cell culture process development and Process Analytical Technology (PAT) projects. This system includes cutting edge technology that provides an in house knowledge source for biotechnology manufacturing processes. The Tasks/Deliverables specifications are as follows: To meet the purpose and objective of this requirement, the Contractor shall perform the following comprehensive preventive and corrective maintenance, including technical support, troubleshooting assistance services and emergency visits, to a Sartorius BioStat B-DCU II parallel bioreactor system with Mass Flow Controllers and BioPAT Analytics Systems serial numbers: • DCU4 Tower - 06594/14 • Supply Tower - 07043/14, 07044/14, 07045/14, 07046/14, 07047/14, 07048/14 • BioPAT Trace - 0210213074, 0210213071, 0210213075, 0210213070, 0210213072, 0210213073 • BioPAT Xgas - 10EC42FD5100002B, 10BF7FFD5100004A, 10674DFD5100002B, 10A0C4FD510000ED, 10F21FFD51000002, 102513B351000079 • BioPAT Viamass - HARSc10305, HARSc10306, HARSc10295, HARSc10293, HARSc10307, HARSc10308 • BioPAT Spectro NIR (including power source units) - 30765000, 30765001, 30765002, 30765003, 30765004, 30765005, 30765006, 30765007 The preventive maintenance visit will include the following for the BioStat B-DCU II: • Software updates for MFCS/win • Calibrate and test the overall functionality of the process control loops per the manufacturer's specification (Including TEMP, STIR, pH and pO2). • Change all of the o-rings, gaskets and other consumables within the sterile boundary. (Parts for PM are included in price) • Mechanical seals will be inspected; removal will take place only if necessary. • Inspect all sensors and cables for responsiveness and integrity. • Calibrate forty (30) Digital Mass Flow Controllers that are components of the BIOSTAT B-DCU II 6-fold system, including: • On-site training by a service engineer for un-installing and re-installing flow controllers for offsite calibration • Certificate of Calibration documenting all pertinent information, including as-found and as-left data • The calibration may take place off site, with any repairs requiring an additional cost. The preventive maintenance visit will include the following for the BioPAT Analytics Systems: • Spectro NIR - calibration, change all lamps and consumable o-rings/gaskets, test overall functionality, sensor inspection (parts are included in price) • Trace - replacement of pump motors, magnetic valves; software update (parts are included in price) • Xgas - requires return to manufacturer for evaluation, repair and 2-point calibration • Viamass - inspection of cables; status check of probe contact surfaces (parts are not included in price) The Emergency Visits will include: • Two (2) EM visits (one full day on-site; may be used for any of the equipment listed herein) • Comprehensive Maintenance Reports • Factory trained and experienced service specialists (manufacturer trained) • Troubleshooting tips and technical phone support • Extended warranty on shop repairs from 90 days to 180 days • Operator training available upon request for new employees during PM visit All preventive and corrective maintenance, including technical support and troubleshooting assistance services, shall be performed by OEM trained and certified service engineers following OEM specifications, manuals, and service bulletins, using OEM-certified tools and replacement parts, components, subassemblies, etc., where applicable, unless otherwise authorized by the TPOC.
