June 12, 2015 PRESOLICITATION NOTICE Solicitation No. SGE50015R0076 The Regional Procurement Support Office located at the American Consulate General, Frankfurt, Germany, hereby provides the following Pre-solicitation Notice with respect to the issuance of a Request for Proposal (RFP) for: Design and Construction of a New Recreation Center in Dhaka, Bangladesh The contract work includes, but is not limited to: construction of a new Recreational Center consisting of a two-story building with dining facility and kitchen, bar, library, children's play room, teen game room, and staff offices, and a one-story gym/locker room building with integrated space for the community center. This one-story building shall be designed and in such a way so that a second story can be built on top at some time in the future. Installation of a Fire/Sprinkler Alarm system, and the following features, are also part of the project scope: Basket Ball Court, Tennis Court, Swimming Pool, Controlled Access Area for Pedestrians, and Perimeter Security Improvements. The solicitation will also include two optional contract line items for a second story on the gym/locker room and for an outdoor covered patio. The performance period of the resulting contract will be 24 months, which includes 6 months for the completion of the design and 18 months for construction. Design concept will be provided with the RFP. The awardee will be required to self-perform a significant portion of the construction work. Locally available materials shall be utilized to maximum extent possible, provided they generally meet US/British specifications and standards. A Firm-Fixed Price Construction Contract is anticipated to be awarded in fiscal year 2015 as a result of this solicitation. In accordance with the categories specified in FAR 36.204, "Disclosure of the magnitude of construction projects", the total price for this project is estimated to range between U.S. Dollars 5 and 10 Million. (Note: the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated). Companies considering participation in this procurement action shall request a copy of the RFP by email to gussw@state.gov, preferably not later than June 30, 2015. These requests (and all further communication regarding this project) shall state the company name and the solicitation number SGE50015R0076 in the subject line of the email and must include the following company data: Name of Company; complete physical and mailing address; valid DUNS Number and proof of SAM registration (or indication that SAM registration will be obtained); name, telephone number, and email address of the Company Point of Contact. All correspondence, and all proposals, must be submitted in English. The solicitation package will be made available in the English language only and will not be posted on Fedbizopps as it contains SBU drawings. A Pre-proposal Conference and Site Visit is planned to be held in Dhaka in mid-July 2015. Details will be provided to all companies that request a copy of the RFP from the Regional Procurement Support Office, Frankfurt. Participating companies shall be able to assign to this project a sufficient number of personnel with adequate English language skills and shall be in possession of all authorizations, permits, and licenses necessary to perform construction work in Bangladesh. This procurement will be competed using full and open competition procedures.
