- Description
- The National Oceanic and Atmospheric Administration’s (NOAA), Office of Atmospheric Research (OAR) and NOAA Office of Marine and Aviation Operations (OMAO) intends to purchase Phase II development of the Coyote™ airborne launched Hurricane Unmanned Aerial System (UAS). The primary goal of the Phase II is to improve and upgrade communications, for increased performance toward an observing platform collecting critical Hurricane and meteorological data. Raytheon Co. has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. Raytheon Co. is the sole manufacturer of the Coyote Unmanned Aerial System. They developed the technology under a previous contract as part of the Phase I of this Research and Development project which occurred in 2014. Raytheon Co. developed the unique technology for NOAA for Hurricane meteorological data sampling. This technology is proprietary and not available to the public and not available to other agencies. The requirements for this service is as follows: Ø Phase II Coyote Tropical Cyclone Research with Unmanned Systems (TCRUS) Provide the Non re-occurring engineer tasks (NRE) in accordance with the attached Statement of Work which includes upgrades to communications and final Design of Coyote UAS Systems as Phase II development of Coyote Meteorological UAS (CLIN #0001) Ø Phase II Coyote Tropical Cyclone Research To Operations with Unmanned Systems. Build and Deliver three Coyote UAS to be integrated with metorologic sensor payloads for Tropical cyclone testing. (CLIN #0002) Ø Phase II Coyote Tropical Cyclone Research To Operations with Unmanned Systems. Provide four Meteorological (METOC) payloads. Conduct integration and testing for payload and sensor package into Coyote UAS. One for each aircraft and a spare. (CLIN #0003) Ø Phase II Coyote Tropical Cyclone Research To Operations with Unmanned Systems. Provide Operational support and testing during Clear Air Tests and tropical cyclone flights during the 2015 Hurricane Season. (CLIN #0004) Ø Phase II Coyote Tropical Cyclone Research To Operations with Unmanned Systems. Provide Operational support and Project Management to include project planning and flight testing logistics. (CLIN #0005) All items shall be delivered to the U.S. Department of Commerce/NOAA/AOC located at 7917 Hangar Loop Drive (Hangar 5) MacDill AFB, Tampa FL 33621-5401. The Government is not aware of any other vendors that can provide this specialized equipment while also meeting all of the requirements listed above. The intended procurement is for the purchase of Phase II of the the Coyote™ airborne launched Hurricane Unmanned Aerial System (UAS) for which the government intends to purchase under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Raytheon Co. ) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the close of this notice will be considered by the Government. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Raytheon Co., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed equipment. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the required equipment.
