Description
J&A Laser Flash Analyzer PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with TA Instruments- Waters LLC, 159 Lukens Drive, New Castle, DE 19720. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to TA Instruments - Waters LLC, 159 Lukens Drive, New Castle, DE 19720 for a flash analyzer system to facilitate the development of the capability of measuring thermal diffusivity of an improvised precisely. 1. One (1) DXF-500 Flash Analyzer 2. One (1) EM-500 Environmental Module 3. One (1) Electrolytic Iron Reference, 12.7 mm OD x 2.54 mm thick 4. One (1) OFHC Copper Reference, 12.7 mm OD x 5.08 mm thick 5. One (1) Stainless Stell Reference, 12.7 mm OD x 1.58 mm thick 6. Graphite Spray: 10 oz aerosol spray can used for specimen preparation 7. Moderate Vacuum Module: large capacity tow-stage mechanical vacuum pump and thermocouple gage with gage tube (10-3 torr) 8. One ThermoCube 400 110VAC 9. Installation and Calibration To facilitate the development of the capability of measuring thermal diffusivity of an improvised precisely, market research was performed to determine in any company manufactured a flash analyzer capable of meeting the needs of the FBI. Technical Requirements : • The system must measure the thermal diffusivity and specific heat capacity of a material • System must use optical methods for non-contact measurement of the sample • System must use a xenon pulsed light delivery system • System must use all reflective optics for light delivery for most efficient operation • System light source must have a long lifetime and minimum replacement and maintenance costs • System light source must have a pulse width of 400-600µs • System light source must have a variable pulse energy up to 15 J • System must be able to operate equally well with opaque, translucent, and transparent materials with little sample preparation • The system must measure a thermal conductivity range of 0.10-2000 W/(mK) o Thermal conductivity precision must be within ±4% o Thermal conductivity accuracy must be within ±5% • The system must measure a thermal diffusivity range of 0.01 - 1000 mm ²/s o Thermal diffusivity precision must be within ±2% o Thermal diffusivity accuracy must be within ±2% • The system must measure heat capacity with a precision within ±3% and accuracy within ±4% • System must have a temperature range of RT to 500ºC • System must operate in air, vacuum, or inert gas environments • System must allow a sample size up to 25.4mm in diameter and at least 6mm in thickness • System must accommodate liquid, powder, and paste samples • System must have the ability to accommodate up to 4 samples for automated, unattended testing • System source and detector must be a completely bench-top design • Vendor must provide on-site setup and development support • System must come with operation and user definable software Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by TA Instruments as they are the sole-manufacturer and distributer of the DXF-500 Flash Analyzer and EM-500 Environmental Module and is the only vendor that can provide the instrument that meets the FBI requirements listed above. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 5:00 pm, EST, June 18, 2015, by email to the attention of Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
