- Past Performance Survey Performance Requirement Summary Performance Work Statement Solicitation This solicitation is for a single commercial item, performance-based, firm fixed-price contract. This solicitation shall be conducted under FAR Part 12 in conjunction with FAR Part 13 procedures. The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) anticipates awarding a performance based firm fixed-price contract for a contractor to update the retailer trafficking estimates by generating the "current" estimates for the period spanning 2012 to 2014 and produce the seventh report in the series on retailer trafficking estimates. The study will also require that the contractor develop a regression-based approach for calculating trafficking estimates and apply this regression adjustment to the 2009-2011 and 2012-2014 data to generate trafficking estimates to compare with the "current" estimates. The period of performance will be twenty-four (24) months from the date of award.
