Description
SCA WAGE RATES Evaluation and Award This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement. The objective of this contract is to provide onboard Diet technician for work on the Oscar Dyson, in the Bering Sea, September 5 - October 7, 2015. The contractor must be prepared to participate on a fisheries and oceanographic survey in the Bering Sea, provide assistance with various research activities during the survey, complete the on-board analysis of fish stomach contents, and provide entered fish diet data in excel format at the completion of the cruise. Expect four stations sampled per day, working 12 hours each day including transit time between stations. The contractor must be familiar with weather conditions in the Bering Sea and be able to complete the onboard sampling and processing with sea states typically present in Northern Seas. The minimum requirement for this contract is a Bachelors degree from an accredited college. Key personnel not meeting this requirement will not be considered for further evaluation. This contract requires key personnel to have experience identifying prey items from stomach contents of pelagic fish species captured during trawl surveys. The minimum requirement for this contract is that key personnel must have had experience processing stomachs from at least one of the following species of pelagic fish: age-0 walleye Pollock, capelin, Pacific herring, Pacific sand lance, juvenile salmon, and sandfish. Any additional documented experience by key personnel processing northern species or additional diet experience will receive a higher rating than minimum listed. This contract requires key personnel to have the ability to identify and quantify stomach contents of fish while at sea. Key personnel must have a minimum of 1 completed northern water science survey. A higher evaluation will be given where key personnel processed diet contents from stomachs of fish while at sea for >1 day. Any documented experience by key personnel of additional survey experience processing diets will receive a higher evaluation. See attached Statement of Work for more information. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order is anticipated to be issued in immediately.
