Description
INTRODUCTION: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The Division of Intramural Research Programs (DIRP) at the NIMH conducts research ranging from studies into mechanisms of normal brain function, conducted at the behavioral, systems, cellular, and molecular levels, to clinical investigations of mental illness. The DIRP aims to: •Plan and conduct basic, clinical, and translational research to advance understanding of the diagnosis, causes, treatment, and prevention of mental disorders through the study of brain function and behavior •Conduct state-of-the-art research that, in part, complements extramural research activities and exploits the special resources of the National Institutes of Health •Provide an environment conducive to the training and development of clinical and basic scientists Major disease entities studied throughout the lifespan include mood disorders and anxiety, schizophrenia, obsessive-compulsive disorder, attention deficit hyperactivity disorder, and pediatric autoimmune neuropsychiatric disorders. PURPOSE AND OBJECTIVES: The purpose of this acquisition is to set up a virtual reality system for the NIMH DIRP, Unit on Synapse Development and Plasticity, that combines a spherical treadmill with virtual reality, operant conditioning modules and external data transfer systems in real time. This system will be used to examine the synaptic function and cellular structures using electrophysiological, optogenetic, or imaging methods while an animal is performing simple or complex behavior in a virtual reality, thereby enabling the investigation of the development and modification of neural circuits in normal and diseased brains. PROJECT REQUIREMENTS: The National Institute of Mental Health Intramural Research Program (IRP) Unit on Synapse Development and Plasticity requires one (1) virtual reality system built according to the following brand name or equal purchase description: Equivalent to: PhynoSys Virtual Reality Jet Ball The system shall present mice with a virtual reality while the mice run on a spherical treadmill and are given positive or negative stimulations. Salient functional characteristics include: 1.an air-cushioned spherical treadmill system with xy-motion sensor in combination with a virtual reality system (TFT) inclusive movable rack, pressure regulation system, and power supply unit 2.operant conditioning modules (retractable liquid reward system, air-puff system, brake system) 3.external data transfer systems for sending TTL signals and coordinates to an external computer in real time 4.computer, hardware and software that control the virtual reality system, operant conditioning modules, and receive external TTL signals as both event markers and triggers for the virtual reality and operant conditioning in real time ANTICIPATED PERIOD OF PERFORMANCE: The virtual reality system shall be delivered to the NIMH site within four 3 months after contractor receipt or award. PLACE OF PERFORMANCE The delivery location shall be: 35 Convent Drive, Building 35 Rm 2C1010 Bethesda, MD 20892. CAPABILITY STATEMENT / INFORMATION SOUGHT: Respondents must provide, as a part of their responses, clear and convincing documentation of their capability of providing the services specified in this notice. Information must be provided, as applicable, about (a) staff expertise, including availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. This notice welcomes respondents' opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code AND any other information that may be helpful in developing or finalizing the acquisition requirements. SUBMISSION INSTRUCTIONS: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in an outline format that addresses each element of the "PROJECT REQUIREMENTS" and each element of the "CAPABILITY STATEMENT / INFORMATION SOUGHT" paragraphs above. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
