Description
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable firms that are engaged in providing the services described hereunder for the Indiana Harbor and Canal Confined Disposal Facility, Facility Operations and Dredging II project. The Indiana Harbor and Canal (IHC) Confined Disposal Facility (CDF) Facility Operations and Dredging II Contract will be a multiple-year indefinite delivery indefinite quantity (IDIQ) contract for mechanically dredging sediment within the IHC, hydraulically disposing of sediment within the upland CDF, and operating and maintaining the facility for the life of the contract. Indiana Harbor is located on the southwest extent of Lake Michigan, and the CDF is located at 3500 Indianapolis Blvd in East Chicago, Indiana. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The project presently anticipates an annual removal of approximately 150,000 cubic yards (cy) of sediment from within IHC, though actual annual removal rates could vary. The CDF is an upland disposal facility; the containment area has a footprint of approximately 3,000 feet by 1,450 feet and is divided into two cells by approximately 22-foot tall clay dikes. Specific requirements for dredging include (i) mechanically dredge IHC sediment into sealed barges; (ii) design and construct a network of hydraulic discharge pipes to hydraulically place and evenly distribute dredged sediment within the CDF cells; (iii) dredge approximately 60,000 cy of TSCA-regulated sediment, which may require workers to utilize high level personal protective equipment; (iv) place geotextile and stone anchor at TSCA-regulated sediment locations; (v) separate, clean, and place dredged debris within the designated debris cell; (vi) manage water levels within the CDF to maintain a water cover of approximately 2-feet, periodically treat CDF pond water, ensure pond water levels do not exceed the maximum elevation or cell differential; (vii) utilize recirculated CDF pond water to slurry dredged sediment for placement and to minimize the introduction of canal water into the CDF; and (viii) conduct real-time turbidity monitoring and ensure that a turbidity level of 50 NTU is never exceeded when measured 600-feet upstream and downstream of the dredge. Operation and maintenance of the CDF will occur for the full duration of the contract. The site has open Resource Conservation and Recovery Act status, and has numerous regulatory requirements and environmental restrictions. CDF O&M activities include: (i) design, construction, and operation of an on-site wastewater treatment plant for treatment of IHC CDF pond water, including dredge water and site groundwater; (ii) operation, maintenance, and data analysis of the onsite groundwater gradient control system which consists of 96 extraction wells, 40 monitoring wells, two lift stations, a header system, two ultra-sonic canal sensors, and a SCADA system; (iii) operate and maintain real-time air monitors at the site's perimeter; (iv) construct a permanent sub-surface discharge line between the CDF cells and the wastewater treatment plant; (v) conduct daily air monitoring by photo-ionization detector at the barge unloading area; (vi) perform periodic public meetings; (vii) perform frequent regulatory and project reporting; (viii) update and maintain the project website, including transmission of real-time air and water quality monitoring data; (viv) maintain USACE oil booms within the Lake George Branch canal; (x) place riprap on clay dikes; and (xi) fill geotubes with dredged sediment and place on CDF dikes for protection and CDF expansion. PROJECT MAGNITUDE: The cost magnitude of this construction project is more than $10,000,000.00 SCOPE OF CAPABILITIES: The USACE-Chicago District is searching for contractors that are capable of meeting all of the above requirements. REQUESTED INFORMATION: Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 237990, Other Heavy and Civil Engineering Construction, with a small business size standard in dollars of $36.5Million, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $10M and $30M? 5. Is the potential offeror a small-business interested in performing as a subcontractor? 6. If the potential offeror is a LARGE business, is it capable of adhering to a Small Business Subcontracting Plan where at least 50% of the work can be subcontracted to small businesses? 7. Does the potential offeror have experience in the work described for this project? If so, how many years?
