- NAVAIR intends to issue a Cost Plus Incentive Fee type modification under contract N00019-15-C-0091 to Northrop Grumman Corporation (NGC), Melbourne, Florida (FL) in order to add DoD Instruction 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT), guidance to design, develop, and integrate CNSSI 1253 selected baseline security controls to the AHE added PIOC contract. The E-2D AHE is required by DOD Instruction 8510.01 to establish a compliant cybersecurity architecture suitable for a US Navy tactical purpose Platform Information Technology (PIT) system. This will ensure integrated cybersecurity architectures are pursuant to all applicable DoD policies and applicable E-2D platform specific security controls, and shall ensure platform systems undergo special assessment of their functional and security-related capabilities and deficiencies. Also it will ensure the addition, removal, and modification of hardware and software does not introduce new vulnerabilities on a DoD authorized system or violate the conditions of system authorization, including the E-2D Authority To Operate (ATO). As sole developer, and manufacturer of the E-2 aircraft weapon system, only NGC has the requisite knowledge, experience, and technical data required to successfully manufacture the aircraft without causing unacceptable delays in meeting the Navy's operational requirements.
