- Basis for intent to negotiate sole-source The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), intends to negotiate on a sole source basis with Micronesian Environmental Services to perform a field sampling program that meets the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (MSRA) data requirements for major fisheries and commercially important species in the Commonwealth of the Northern Mariana Islands. This contract will allow the Insular Fisheries Monitoring Program, Fisheries Research & Monitoring Division's Commercial Fisheries Biosampling Field Sampling Project, NOAA Pacific Islands Fisheries Science Center to accomplish its missions of sustainably managing marine fisheries in the Pacific Islands Region. This proposed contract action requires support facilities and relationships with fish vendors and fishermen needed to conduct the biosampling work on Saipan. This notice represents the only official notice of this solicitation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. For this requirement, Micronesian Environmental Services is considered the only responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal or solicitation; however, interested parties may identify their interest and capability by submitting data that demonstrates the ability to meet the technical requirements. Any firm that believes it can meet this requirement may provide written notification with sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements to the Contract Specialist within fifteen (15) days after date of publication of this synopsis. Offerors should include a description of significant collaboration or subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541712 and small business size standard established for this sector is 500 employees.
