THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the supplies and/or services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Each order will be synopsized on the FedBizOps website as applicable in FAR 5.201(b). INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure, on a sole-source basis, under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The requirements for F/A-18 and EA-18G weapons systems and subsystems for the United States Navy and Foreign Military Sales (FMS) programs are currently being performed by The Raytheon Company (Raytheon) of El Segundo, California under a class Justification and Approval (CJ&A) for Basic Ordering Agreement (BOA) N00019-10-G-0006. The existing CJ&A authorizes and approves the issuance of fixed-price and cost-reimbursement orders. This agreement is due to expire 31 August 2015. Raytheon is the sole designer, developer, and original equipment manufacturer, with the intricate knowledge of various avionics, targeting, and sensor systems installed aboard the F/A-18 and EA-18G weapon systems. PROGRAM BACKGROUND NAVAIR intends to establish a sole-source, follow-on BOA (N00019-15-G-0003) with Raytheon to authorize the issuance of fixed-price and cost-reimbursement orders for United States Navy and FMS requirements on the F/A-18 and EA-18G aircraft. The follow-on BOA will provide authority to place orders from September 1, 2015, to August 31, 2020. REQUIRED CAPABILITIES Orders placed under this BOA will support the following systems: AN/ALR-67(V)3 Radar Warning Receiver; AN/APG-65 and AN/APG-73 Radars; AN/APG-79 Active Electronically Scanned Array (AESA) Radar; Advanced Targeting Forward Looking InfraRed (ATFLIR) system; and SHAred Reconnaissance Pod (SHARP). Supplies and/or services to be procured under the BOA may include the following: configuration changes including mission system hardware and the manufacture, modification, and installation of change kits; data collection, processing, and analysis; design, manufacture, assembly, installation and test of breadboards and/or prototypes; development including associated technical, financial, and administrative data; computer software, and training tools/analysis; engineering investigations; engineering change proposals (ECP) including the following aspects of the F/A-18 and EA-18G weapons systems: operational readiness, reliability, maintainability, flying qualities, and performance capabilities; equipment including ancillary, Government-furnished, ground support, support, and test; feasibility and integration studies/efforts; installations; interchangeability assessments; laboratory simulations; modifications and calibrations including hardware, redesigns, support equipment, and test equipment; obsolescence mitigation; parts including life-of-type, repair, and spare parts; related program management; sensor integration; support including ancillary; contractor engineering technical services; contractor maintenance services; engineering and/or technical services; depot-level repair for components and parts; systems and components requiring engineering, technical, and material support; modification of support equipment; training; and weapon test engineering; sustaining logistics and performance-based logistics efforts; test plans and testing including antenna, computer software, fatigue (including analysis), and ground testing. INCUMBENT This is a follow-on requirement. The incumbent contractor is: Raytheon Company Tactical Airborne Systems PO Box 902 El Segundo California 90245. SUBMISSION DETAILS Interested business shall submit a brief capabilities statement package (no more than ten 8.5 x 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein; Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number and email address. The documentation must address, at a minimum, the following: Provide the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code and DUNN's number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the required capabilities described herein. Describe the specific technical capabilities and experience which your company possesses which will ensure capability to perform requirements as outlined in the required capabilities described herein.
