Reference Number: FA8620-15-R-3040 Notice Type: Special Notice; AFLCMC/WIN SOSA Initiative Kickoff Industry Day This Special Notice is for informational planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor participation in the Sensor Open Systems Architecture (SOSA) Initiative kickoff Industry Day. The United States Air Force, AFLCMC/WIN Sensors Program Office will conduct an Industry Day kickoff event on Tuesday, August 4, 2015 in Dayton, OH. The Industry Day will take place at the Holiday Inn Dayton/Fairborn located at 2800 Presidential Dr. Fairborn, OH 45324, (937) 426-7800 The Industry Day will be held from 0800-1700 EDT on 4 August 2015. The agenda will detail the SOSA Initiative's kick-off meeting. Expect to start with informational briefings, general discussion, then break-out discussions. The meeting will close with a collective report from each of the break-outs, wrap-up and next steps. All briefings will be unclassified. This event will be held in cooperation with The Open Group, US Army and US Navy. This event immediately precedes The Open Group FACE TM Consortium F2F Members Meeting at the same venue. A detailed agenda will be provided to confirmed attendees no later than 24 July 2015. There is the potential for time to be allocated for short, five-minute industry briefings at government discretion; however a minimal amount of time will be allocated for questions and answers after the briefing. Attendees should have their "elevator pitch" for SOSA prepared and approved for presentation, should time permit. A random draw may be employed to determine which companies are selected to present in the available time. All releasable briefings (whether briefed or not) may be included in the SOSA Industry Day final package. SOSA Vision The vision of SOSA is to create an open and common framework to facilitate hosting C4ISR payloads and their many modalities in a manner that is vendor and platform agnostic. The framework will include associated ICDs for each of the system/subsystem sensor modalities (e.g. Radar, Electro Optical, SIGINT, EW, Comms, etc.). To achieve this end SOSA will pursue the standardization of functional decomposition, for software and hardware architectures as well as electrical/mechanical interfaces for all applicable sensor modalities. SOSA will allow the services to produce agile cost-effective C4ISR systems which can rapidly respond to changing requirements and user needs. SOSA will l everage existing and emerging standards such as FACE Ô, OMS, SPIES, VICTORY, and VITA. SOSA framework will look to maximize the applicability of Joint Capabilities Integration and Development System ( JCIDS) "ilities" as well as affordability, configurability, composability, compatibility, extensibility and scalability. The result will be increased competition resulting in lower cost and innovative sensor payloads that allow for platform mission configuration in the field while minimizing logistical requirements. SOSA Goal is to reduce development and lifecycle costs by fostering competition, driving agility into the design, facilitating quick and efficient mission payload changes, and achieving buy-in across DoD Services, and Industry partners. SOSA End Product is a set of technical reference architectures, a viable business model with example cases, an acquisition strategy document, and a tailorable request for proposal (RFP) technical package, along with a plan and process to sustain and improve these products. SOSA Effort The work effort will include determining common functional layout of the backbone architecture (likely a set of architectures) to enable C4ISR systems to have a modular configuration with these additional attributes: Agility - agnostic configuration (e.g. platform independent, podded or integrated), ease and quickness of mission/sensor change out, scalable in SWAP, real time processing, cybersecurity, and the accommodation of 1-n modalities. Cost effectiveness - functionally decomposed to invigorate competition, efficient technology refresh, and legacy compatibility Include creation of standards for various modular sensor modality ICDs. The work effort will also determine which portions of the SOSA effort or architecture will be managed collaboratively with industry and which will be managed by the government.
