- This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought notice will be used for market research purposes by the Government to make appropriate acquisition decisions. Therefore, no contract award will result from this Sources Sought Notice. The United States Army Corps of Engineers (USACE) Walla Walla District is issuing this notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of performing cost engineering services (estimates, scheduling, risk analyses, value engineering) as part of an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The intended contract(s) will be for $10 million consisting of a base period of one (1) year and four (4) option periods not to exceed one (1) year each. Work will vary in scope and size and will be assigned by individually negotiated firm fixed-price task orders. This procurement will be done in accordance with Public Law 92-582 (Brooks Act) and FAR Part 36. The NAICS code for this procurement is 541330 with a small business size standard of $15.0 million in average annual receipts. Two US Army Corps of Engineer (USACE) cost engineering service Indefinite Delivery Contracts (IDC) are planned; primarily in support of Department of Defense (DOD) (civil works and military) but will also be provided opportunities to support Department of Energy (DOE) and other federal agency cost-based missions based on the scope of task orders and the capability of the small business to perform the work. The contract intent is to support normal Federal practices related to cost engineering services; however, overall contract capacity includes potential need to support Federal interests in disaster planning and recovery, regardless of location. A-E firms must be capable of performing cost estimates for multiple customers with a wide variety of sites across the national and international boundaries in a manner that complies with Federal, State and Local regulations and laws within timeframes required to meet program objectives. The A-E firm must have resources available and capable of obtaining necessary security clearances for DOD and/or DOE related work. In addition to having clearance level capability, the A-E firm must have sufficient resources (averages between 5 to 20 cost personnel) to work at multiple sites for long durations (often exceeding 30 days). The anticipated magnitude of the task orders may range from $3,000 to $1.0M. Task orders under the IDC may be awarded and administered by Walla Walla District or any other USACE Contracting Officer that coordinates and obtains authorization from Walla Walla District for contract capacity usage. The A-E firm shall use USACE estimating software MCACES (M-II), USACE and DOE work breakdown structure, activity based estimating techniques, baseline cost estimating, risk analysis, critical analysis and scheduling techniques, and other related skills. In addition, the A-E shall have the ability to support other cost engineering requirements related to estimating such as USACE Parametric Cost Engineering System (PACES), resource-loaded scheduling and risk analysis software/programs. The firm's cost engineering specialist(s) must be certified by a professional organization, such as AACE, ICEC, PCEA, etc. The firm's cost estimators must spend the majority of their time performing cost engineering functions, and encompass the following: A. Professional Qualifications: The firm's cost engineering specialist(s) and technical experts must be certified by industry-recognized professional organizations, such as AACE, ICEC, PCEA, along with the following Cost Engineering disciplines, with registration required where applicable (1) Architect; (2) Structural; (3) Civil; (4) Mechanical; (5) Electrical; (6) Special Utility Systems; (7) Environmental and hazardous waste remediation; (8) Value Engineering; (9) Scheduling; and (10) Risk Analyses. B. Specialized Experience and Technical Competence in and for projects primarily supporting USACE military and civil works and Department of Energy (DOE) for environmental cleanup and restoration and waste management, for vertical and horizontal construction, (1) Preparing and reviewing quantity and cost estimates related to construction, supply, services and environmental projects for USACE and other Federal agencies, utilizing estimating experience in the standard engineering design fields such as architectural, structural, civil, mechanical, electrical, special systems, and environmental and hazardous waste remediation; (2) Preparing estimate, schedules and risk analyses in various design phases using standard USACE estimating tools, programs and software (MCACES MII, PACES, Microsoft Project and Primavera, Crystal Ball): conceptual and budgetary, performance specifications (Design-Build), incomplete designs, bid estimates, change order estimates; (3) Development and review of products related to earned value management systems or processes: contractor progress, resource-loaded schedules, risks, inefficiencies, trends, modifications and claims, invoice payments, etc; (4) Preparation of Value Engineering Studies. In order to determine the extent of industry interest and experience in this requirement, interested firms shall respond to this notice by providing the following information: (1) Data Universal Number System (DUNS) number and CAGE code; (2) socio-economic classification(s) (e.g., 8(a), small business, small disadvantaged business, etc.) as they relate to NAICS code 541330; (3) a brief overview of the firm's capabilities and experience as they relate to items A through B as listed above; (4) overview of organizational structure articulating firm's plan and efforts to mitigate potential for conflicts of interest while supporting private contractors that may compete for the Federal projects under cost development; The response to this notice shall be in summary format and shall not exceed four (4) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
