- SYNOPSIS FOR CENTRAL REGION MEDICAL GRADE BULK LIQUID OXYGEN The Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Service Area Office (SAO) Central, has a requirement for medical grade bulk liquid oxygen. Medical grade bulk liquid oxygen procured is classified as a drug and must meet USP specifications. Bulk oxygen tanks are classified as a drug delivery device and all contractors must be registered with the Food and Drug Administration. The contractor(s) shall furnish all labor, tools, supervision, material, parts, equipment, integration and transportation necessary to provide medical grade bulk liquid oxygen to all of the facilities located in VISN 10, VISN 11, VISN 12, VISN 15, VISN 16 and VISN 23. If the Government facility does not own its own bulk oxygen tank, the contractor shall also provide a contractor-owned tank with an appropriate back-up system (i.e., reserve tank or cylinder bank). The contractor shall also be responsible for performing in-service training to include the following facets for contractor owned and government owned systems: the refill procedure, any preventive maintenance support requirements that may be needed from the medical center systems, and an explanation of all the volume alarm and low pressure set-points. A comprehensive list of actual requirements will be included in the Contract Delivery Requirements within the solicitation package document. The period of performance for this requirement consists of a twelve (12) month base period with four (4) twelve (12) month option periods. The proposed contract action is set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. The NAICS code for this procurement is 325120 Industrial Gas Manufacturing and the business size standard for this requirement is 1,000 employees. Any vendor desiring to be considered for award MUST be registered in the System for Award Management (SAM) using this NAICS code or a NAICS code with an equivalent size standard. No award can be made unless the vendor is registered in SAM. Any vendor desiring to be considered for award MUST be registered at www.VetBiz.gov. For additional information and to register in SAM, please access the following web site: www.sam.gov. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://iupdate.dnb.com/iUpdate/viewiUpdateHome.htm or by phone at (866) 969-8491. This procurement also requires offerors to complete the electronic representations and certifications at the SAM website. Any resulting contract will be awarded as a firm-fixed price Indefinite Delivery, Indefinite Quantity type contract. Solicitation documents will be made available for download on or about June 30, 2015 at http://www.fbo.gov/. Paper copies of this solicitation will not be issued.
