- The Office of the Comptroller of the Currency (OCC) anticipates conducting a competition under the authority of Federal Acquisition Regulation (FAR) Subpart 12 (Acquisition of Commercial Items) and using procedures under Contracting by Negotiation (FAR Part 15) for Commercial Off-the-Shelf (COTS) eLearning and Online Performance Support Services. The purpose of the eLearning and Online initiative is to provide an online library of products to support examiner development and learning resources. The potential audiences of these resources and eLearning include all examiners from entry level through commissioned examiners in focused specialty areas, including Bank Operations, Credit Risk, Capital Market Risk, Operational Risk, Compliance Training, Mortgage Banking, Asset Management, and Information Technology Risk. Therefore, the depth and scope of the products the OCC seeks must provide content that accommodates both basic level introduction to the various subject areas and more advanced theory and practice with a regulatory/supervision focus in those same areas. This acquisition is full and open and the OCC anticipates making multiple awards. The procurement will have a one (1) year base with four 12- month option periods. The estimated date of award will be no later than September 30, 2015. It is anticipated that the Request for Proposal will be released on or about June 23, 2015.
