Description
Forest Service documents, to include parking lot sketch, letter from Forest Service (non-contractual background), instructions for obtaining Forest Service parking lot design documents. Table for Section C, subsection C.5.2 Revised site statements of work Revised Price Schedule Revised Section C (changed paragraphs in yellow highlight) Revised Sections A,B,D-H document (changed paragraphs in yellow highlight) Revised Section I, Contract Clauses Amendment 6, SF 30 Amendment 6 is posted, making several revisions and additions to the solicitation documents: 1. F.2 is revised to clarify schedule requirements. 2. B.1 is revised to make future system expansions at the included sites, to include systems on adjoining parcels, within the scope of competition, subject to bilateral negotiations and agreement by the Government and the Contractor. Revised language is in yellow highlight. 3. B.3 has a minor language revision, shown in yellow highlight. B.4 has maximum kWh requirements revised, to match the new C.5.2 table (see below). 4. The Price Schedules are revised to require an estimated installation cost be provided for each site. This is not a price to the Government nor will it be used in the evaluation of proposals. This amount is to determine payment and performance bond amounts. Payment and performance bonds may be discharged upon completion of construction work, interconnection and system startup, and payment of employees and subcontractors. 5. C.5.2 is rewritten completely, and a new table incorporated replacing the existing table in its entirely. The new table is included as a separate document for readability. This incorporates a minimum system capacity (aggregate for all systems on a given site if there are multiple systems) in kilowatts, and a maximum first year annual production in kilowatt hours. Revised language is in yellow highlight. 6. C.10 is revised to include consolidated metering requirements. Metering language is removed from the site statements of work document. Revised language is in yellow highlight. 7. Site statements of work are edited throughout (not in highlight due to extensive nature of editing). Major changes are: a. additional permissible areas for PV installation are added to some sites; b. historical consumption information is removed as the C.5.2 table gives defined maximum and minimum values, and as planned conservation projects make historical data misleading. c. PG&E has confirmed that the USGS Menlo Park site qualifies for account aggregation under tariff NEMV. d. Forest Service – Mare Island requirements are clarified. 8. A letter from the Forest Service, instructions to access Forest Service parking lot drawings, and a Forest Service parking lot sketch are posted. The letter provides background information, and is non-contractual. The parking lot drawings are for a planned but currently unfunded parking lot improvement project. Refer to the site statement of work for actual requirements and use of these drawings. 9. A revised Section I, Contract Clauses, is incorporated and replaces the existing Section I in its entirety. The following clauses are removed from the original version: 52.203-16; 52.204-14; 52.227-4; 52.229-2; 52.232-1; 52.232-18; 52.241-2; 52.241-11; 52.243-1; 52.243-1 (Alt II); 52.249-2; 52.249-8; 52.222-4. FAR 52.222-5 is added. 10. Section I, Contract Clauses, FAR 52.212-4 (l) “Termination for the Government’s Convenience” is tailored to clarify that payoff of unamortized project costs in the event of early termination is a cost which may be reimbursed subject to appropriate verification.
