FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Ms. Mueller at the email indicated above. Construction Project: U.S. Army Corps of Engineers (USACE), Seattle District, requires maintenance (all three performance periods) and new construction (base period only) dredging of approximately 3.5M CY to 8M CY over all three performance periods. Dredging will occur from the beginning of Crossover Reach through Cow Point. Dredging will be to project depth (-38 ft MLLW) plus 2 ft advance maintenance and 2 ft allowable paid over depth. Suitable dredged material will be placed in either the South Jetty Disposal Site or the Pt Chehalis (or SHIFTED) Pt. Chehalis Disposal Sites. There is approximately 23,000 CY of material determined unsuitable for open water disposal. This material will be required to be dredged differently and placed in an upland placement site near Terminal 3. Special transloading, transport, and placement requirements are specified. Contract contains three (3) distinct Periods of Performance (PoP). Base PoP runs between contract award date and 31 October 2016. Option Period One PoP runs between 1 November 2016 and 31 October 2017. Option Period Two PoP runs between 1 November 2017 and 30 September 2018. Contract will be complete 30 September 2018. The magnitude of construction is estimated to be between $25,000,000 and $100,000,000. The resulting contract will be firm-fixed-price. Solicitation number W912DW-15-R-0011 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 1 July 2015. The solicitation will be a Request for Proposals. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction - Dredging and Surface Cleanup Activities, and the associated small business size standard is $27,500,000 in average annual receipts. The solicitation is unrestricted and open to both large and small business concerns.
