- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Cost-Plus-Fixed-Fee (CPFF), Level-of-Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Exelis, Inc., a subsidiary of Harris Corporation. The contract will provide engineering and software support services (investigations of anomalies, software engineering, systems engineering, software and firmware maintenance, support tools and facilities maintenance, documentation, and hardware maintenance and upgrades) for the Advanced Self-Protection Jammer (ASPJ) AN/ALQ-165, the Integrated Defensive Electronic Countermeasures (IDECM) AN/ALQ-214, and the Software Improvement Project (SWIP) to the AN/ALQ-214. It is anticipated that the majority of the effort will be performed at the contractor's facilities. The Government contemplates a contract with an ordering period of five years, and anticipates award in approximately the first quarter of FY 16. The total level of effort is approximately 65,500 hours. The contract will include one CLIN for Engineering/Software Support with the unit of issue of hours, one CLIN for materials and travel (each), and on CLIN for CDRL (NSP). This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response (capability statement, proposal, or quotation) which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall reference solicitation number N68936-14-R-0101 and clearly demonstrates the firm's experience, assets, background, and ability to perform the required work without causing programmatic hardship, duplication of cost, or compromising the quality, accuracy, reliability, and schedule.
