Description
Limited Sources Justification The Headquarters Marine Corps, Marine and Family Programs (HQMC (MF)) has a requirement for non-personal services to provide sustainment and hosting of the Authorized Organizational Communication Tool (AOCT (eMarine)) website and mobile view in order to facilitate information between designated Marine Corps units (both Active and Reserve) and their family, to include extended family members, and will include a training program. The services of AOCT will ensure communications of approximately 600 Marine Corps units with approximately 500 Family Readiness Officers (FRO)/Deputy FROs and approximately 325,000 Marines and family members with the ability to support up to a million users and 1200 units sites. This will provide Family Readiness support down to the Battalion/Squadron level. The Contractor shall provide all personnel, equipment, supervision, tools, materials, and other items necessary to maintain the USMC AOCT website. This website will be accessible only to designated family members and will include a training program and resources for the Marines and families as described in the accompanying Performance Work Statement (PWS). The Contractor shall provide hosting of the website until an alternate hosting plan is identified and all architectural planning will be accomplished with this end state in mind to ensure a smooth, seamless transition. Given TWS' active role in AOCT effort and experience with XTendable platforms, it is not in the Governments' best interest to discontinue support by TWS, disrupting current Continuity of Operations and duplication of cost to redevelop the AOCT platform. TWS has intricate knowledge with the specific requirements of the AOCT (eMarine). Given the time already expended towards the migration effort, another source could not reasonably provide an equivalent level of effort in terms of performance and schedule. As the application is evaluated by Three Wire, the government, and other components, any modifications to the application's access or security protocols must be timely addressed by personnel familiar and authorized to manipulate the source code and application's functionality. Competing this effort would introduce a delay of over 6 months and incur additional costs not expected to be recouped through competition. These costs would come from the re-development of a platform, extensive redevelopment efforts on the functionality, required meticulous testing, new hardware for hosting, and the required lengthy government accreditation process. Furthermore, it will inevitably result in an interruption of services while a new contractor migrate the AOCT Tool - Beta to their servers in order to become familiar with the AOCT's functionality and operation. The current eMarine Research, Development, Test and Evaluation (RDT&E) IGCE, which was created using the researched labor category pricing obtained during last year's AOCT re-compete, historical pricing data from previous contract actions, and inflation, estimates that it would currently cost the government $1,522,463.68 to get a new vendor to redevelop the AOCT at this time.
