JFB Ext Restoration SOW_Stack Plan To: Western Service Center Design-Build Construction IDIQ MATOC Holders Burton Construction, Inc; Macnak Construction, LLC, Ronsons SDVOSB P&L JV 1, and VetFed-Pacific Tech JV-1 Subject: General Services Administration, Northwest Arctic Region, Public Buildings Service: Market Research for Qualified Business Sources NAICS: 236220 Commercial and Institutional Building Construction DISCLOSURE OF THE MAGNITUDE OF CONSTRUCTION PROJECTS: between $1,000,000 and $5,000,000 This Notice is for market research only. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), Public Buildings Service (PBS), Northwest Arctic Region is requesting your response regarding an upcoming project in King County. Due to the complexity of the project, we are requesting that your firms provide important information so that the GSA can determine if the work should be competed under the WSC DB Construction IDIQ MATOCs or acquired through other methods. There is a high expectation for Prime Contractor awarded this project. There is not any room for trial and error and learning the ropes in working with the General Services Administration (GSA) and other Federal Agencies located in the Jackson Federal Building (JFB). The Awardees team must successfully delivery the project on time, on budget, all the while providing a customer experience that instills a high level of satisfaction to the GSA and their tenant in the JFB. As such, it is critical that the GSA conduct market research to determine where the right fit will best be achieved. A summary description of the project is found below. Following the summary are some of the expectations that GSA has for determining what qualified and experience contractor teams might look like. Summary Description: 1.1 DESIGN SCOPE: A. Provide A/E services to develop construction documentation necessary to: 1. Install OSHA approved fall protection system on the JFB roof; 2. Clean, seal and restore all applicable exterior walls on the JFB and; 3. Re-caulk all exterior wall expansion and control joints. B. Deliverables will support the proper placement and installation of required fall protection hardware; cleaning, sealing and restoration of all exterior surfaces; as well as detail processes and procedures guiding the removal and replacement of all caulking at expansion and control joints located on the exterior of the building. 1.2 CONSTRUCTION SCOPE: A. Per contractor developed and GSA approved construction documentation, provide labor, material, and equipment necessary to facilitate the: 1. Installation of new fall protection hardware on the roof of the Jackson Federal Building to facilitate building maintenance and construction projects; 2. Cleaning and sealing of all applicable exterior surfaces of the Jackson Federal Building; 3. Removal and replacement of all material associated with existing control and expansion joints. B. The Design/Build Contractor (Contractor) shall design and construct the project in accordance with the requirements of this scope of work, other portions of the contract, and the construction design documents prepared by the Contractor, as approved by GSA. The Contractor shall be responsible for providing all required manpower, equipment, and tools; procurement of all applicable permits required for the above mentioned work; purchase and installation of all materials, related services, and other items, as well as the development of means and methods of construction for all aspects of this scope of work. Detailed information about processes and procedures, as well as requirements for design and report submittals and communications, are found within further sections of this Statement of Work document. Expectations: All on site contractor teams working onsite will need to be cleared through the GSA. The Project Awardee will need to ensure that its entire team, including subcontractors that will be working onsite, is pre-screened through systems such as E-Verify (http://www.uscis.gov/e-verify) to weed out any individuals in advance of the GSA's security screening process. Only a limited timeframe will be provided at project award for the Awardee to submit security clearance documentation. Any Awardee and Subcontractor delays due to failures in completing and submitting security documentation for onsite personnel will result in delays to the project and could result in negative impact to your firm. As such, it is requested that you carefully consider the security processing capabilities of your firm and associated subcontractors. The Awardee will need to closely plan and coordinate with the Government to meet requirements for design reviews, material deliveries, and access to high security areas, utility outages, and other special project related requests. The Awardee will need to closely cooperate and collaborate with the GSA Construction Management/Commissioning contractor to move the project forward. The expectation is that the Awardee will take the necessary actions to resolve all issues in an expeditious and friendly manner. The Awardee will need to closely manage and coordinate with subcontractors. The contractor's detailed design documents will need to be reviewed and approved by GSA. The Government will review all construction submittals for compliance with codes, scope of work requirements. The work will be subject to the GSA construction inspection requirements during the construction phase of the project. The General Contractor will provide qualified project management, design, and superintendence for this project, with experience in successfully working and completing similar projects, which have a construction cost of least $1,000,000 or more (it is noted that experience is based on construction cost versus design cost). The Project Manager shall be an employee of the Prime Contractor and be either the Designer of Record for this project or Construction Manager for this project. The Prime Contractor may utilize subcontracted key personnel for the position that is not assigned to the Project Manager (e.g. Designer of Record if the Project Manager is Construction Manager; or the Construction Manager if the Project Manager is the Designer of Record). These individuals need to have a proven successful track record with working with the GSA in getting through the design, construction, and commissioning processes. The General Contractor will need to self-perform a reasonable portion of the work (at least one trade), in addition to project management and supervision, to minimize pass-through costs. Multi-tier subcontracting is discouraged as it adds to the cost of the project through added taxes, markups, and other costs. It is expected that the General Contractor to keep subcontracting to one tier. The General Contractor is expected to notify potential first-tier subcontractors. If multi-tier subcontracting is proposed, an appropriate rationale will need to be provided to demonstrate how and why multi-tier subcontractor will benefit Government in terms of time, cost, quality and other factors. WSC MATOC holders are requested to submit the following information in response to this Sources Sought Notice no later than 2:00 p.m. PDT June 23, 2015 to the Government point-of-contact listed at the bottom of this notice: 1. Business name, address and point of contact information. 2. Business size as listed in the System for Award Management website (sam.gov). 3. Provide a brief description of your workforce including disciplines trades, number employees per discipline/trade, certifications, licensing, and qualifications. 4. Identify any teaming arrangement with subcontractors/sub-consultants that your firm has worked with or will need to work with to accomplish all of the work noted above. 5. Identify the number of projects and dollar value of projects that your firm or potential team has completed similar to the project listed above. 6. If you are responding to this Notice from outside the geographic location of the work, please provide a short narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government. 7. Provide comments and rationale as to why the work should be competed under the WSC MATOCs and how your firm and subcontractor team has the requisite skills, experience to successfully perform the work at a fair and reasonable price. Recent pricing provided through the WSC MATOC holders on other projects have been found to substantially higher than expected and has resulted in solicitations being cancelled or projects being cancelled or other contracting vehicles being utilized to complete the project. How will your firm ensure that pricing is reasonable this time around? AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential certified small business, and other business sources.
